    Responsibilities

    WHAT DOES A TAX ANALYST (QUALITY REVIEWER) DO? A Tax Analyst serves as a Quality Reviewer in Identity Theft Victim Assistance, IMF/BMF  who plans, coordinates, and conducts analytical studies and projects. In this role, you will be responsible for performing technical quality review of employee staff work involving customer contact.  You will be required to evaluate customer contacts based on accuracy and customer impact, adherence to regulation and procedure, and professionalism. You will also be required to identify emerging issues and elevate procedural conflicts or inaccuracies.

    As a Tax Analyst (Quality Reviewer) you will:

    • Evaluate customer contacts for accuracy and compliance based on established guidance. 
    • Provide technical guidance on issues, proposals, and activities impacting program operations, and ensure operating units are in alignment with regulatory and administrative provisions and requirements.
    • Develop and interpret guidance on program planning, execution, and evaluation for the compliance, accounts management and/or taxpayer education and communication functions.
    • Analyze assigned program areas to discern trends in program delivery and consolidate report data to measure the effectiveness in meeting baselines or the degree to which program plans and achievements support strategic initiatives.
    • Review proposals to alter or modify concepts, processes, or functions for compatibility with program goals and objectives, as well as evaluate new requirements, policies, and modifications for impact on program operations, systems, and resources.
    • Conduct briefings, studies, implement program initiatives, review program effectiveness, and identify additional system or revision in work processes required.
    • Prepare reports concerning identified issues, explaining program differences and recommending improvements and corrective action for program operations, where differing or competing viewpoints may occur.
    • Present findings, conclusions, and recommendations as a result of program studies, projects, or reviews conducted and disseminate revised procedures and changes in program operations.

    Qualifications

    QUALIFICATIONS/ELIGIBILITY REQUIREMENTS: You must meet the following requirements by the closing date of this announcement.  

    GS-09 LEVEL: You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Experience in the Correspondence Imaging System (CIS) and Accounts Management System (AMS) to follow processes and procedures for Individual Master File (IMF) adjustments, Advanced IMF (including but not limited to First Read, Injured Spouse Claims, Scrambled and Duplicate Accounts, Decedent Accounts, Payments, Balance Due, No Merge and Carrybacks) and Business Master File (BMF) to provide technical assistance as it relates to the various functional processes; Experience interpreting and applying the Internal Revenue Manual (IRM) to provide technical assistance; Experience applying the methods, precedents, and guidelines related to individual and/or business accounts and the specialization of the assigned workload; Experience working, researching accounts; Experience utilizing self-directed inventory management procedures to complete reviews and conduct  research; Experience using knowledge of cross-functional programs and their interrelationship with assigned program to conduct pre-selected reviews; Experience using technical methods and practices such as program analysis, process analysis, management reporting procedures and available system capabilities to resolve operating problems, and provide statistical data or other management information reports; Experience in recognizing tax issues that impact assigned programs in order to make recommendations; Experience using oral and written communications to exchange information, to prepare reports, explaining program differences and recommending improvements and/or corrective action.

    You may substitute education for specialized experience as follows:

    Master's or equivalent graduate degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR

    Two years of progressively higher level graduate education leading to such a degree in a related field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR

    An LLB or JD, if related. OR

    You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

    -The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
