The incumbent is consistent with the facility's policies, objectives, goals, mission and vision, exercises independent judgment, and is delegated the authority to make decisions concerning the organization, development, coordination, and execution of priorities and related tasks. The incumbent's work assignments and projects contribute to sustained improvement of productivity, effectiveness and efficiency in the medical center. Maintains confidentiality and discretion in implementing the director's philosophy, ideas and policies.
The incumbent, as coordinator/administrative subject matter expert, is responsible for reviewing incoming Tasks, assigning the action/responsibility; ensuring responses received are reviewed and accurate, and timely submission to the VISN or appropriate individual(s); often within a very short turnaround time. Incumbent is responsible for program oversight, tracking, trending and analysis; identifying opportunities for improvement either within the overall process, or within individual Services/Service Lines.
As coordinator/administrative subject matter expert, is responsible for ensuring Center Memoranda (CM), which, in addition to VA Directives and Handbooks, control and govern the organization, are updated and/or rescinded in accordance with policy. Incumbent reviews each Center Memoranda submitted for electronic concurrence for content and format, bringing any discrepancies to the attention of the owner. Incumbent is responsible for administrative program oversight and maintains and utilizes an extensive database for monitoring, tracking, trending and analysis. Identifies opportunities for improvement and ensures WRJ is compliant with its policy. Incumbent independently initiates, develops and drafts medical center policies, procedures, and Center Memoranda.
The incumbent, as coordinator/administrative subject matter expert, is responsible for reviewing, and if indicated, revising Issue Briefs, ensuring compliance/conformance with specified guidelines. Incumbent is responsible for ensuring a system and procedure is in place for program oversight and tracking, and ensuring any follow-up is, submitted in a timely manner.
As Classified Information Officer for the medical center, is independently responsible for the receipt, control, logging and safekeeping, and necessary action on all classified material received, including but not limited to, material from VHA, VBA, NCA, VISN and Congressional staff.
The incumbent independently establishes and maintains effective levels of communication through all levels of the medical center.
The incumbent serves as Office Manager and actively participates in the orderly and efficient operation of the Executive Office. Establishes and implements office practices and procedures to be used by subordinates, as well as in offices throughout the medical center, to ensure consistency with those of the Executive Office. On own initiative, observes need for administrative or procedural changes or instructions. Incumbent serves as the primary resource for administrative staff facility wide. Uses own initiative to be resourceful and innovative in answering and solving questions and problems not covered in manuals.
The incumbent serves in liaison capacity between the medical center and key staff on procedural matters and established policies by an accurate presentation of the facts. Keeps informed of current status of work and channels such information to the medical center director.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
