    Summary

    This position is located in the front office for Loan Guaranty Service (LGY) and reports to the Chief of the Regulations Team. The primary purpose of this position is to provide expert advice and economic analysis of the impact of public policy on the VA Home Loan Guaranty Program.

    Responsibilities

    • Works with senior leaders to ensure continuity of the VA Home Loan Guaranty (LGY) Program's integrity and ensures that appropriate guidance is provided to resolve many unique situations that arise.
    • Conducts economic research and analysis covering a wide range of government financing matters including Federal investing, borrowing, loan programs, and budgeting implications for review by senior leadership.
    • Prepares economic impact and cost-benefit analyses of potential policy and program alternatives, including developing regulatory impact analyses in accordance with Executive Order 12866.
    • Provides authoritative technical advice to LGY leadership and recommends courses of action related to anticipated policy changes, proposed lending arrangements, and economic factors.
    • Provides advisory service and guidance which is oriented toward general management solutions to achieve optimum overall program balance in relation to mission.
    • Presents information and balanced analyses of recognized professional competence on complex and sensitive public policy questions to congressional committees, mortgage industry participants and senior staff.
    • Provides advice on development and implementation of LGY regulations, policies, and procedures that impact program mission.
    • Identifies emerging issues that will be of concern to the operation of the VA Home Loan Guaranty Program
    • Conveys to congressional offices the capacity of LGY to perform informational and analytical studies in support of congressional policy making.

    This position has Individual Occupational Requirements. Basic Requirements:
    1. Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
    OR
    1. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.
    Evaluation of Experience. Examples of qualifying experience include:
    1. individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
    2. supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
    3. teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
    Experience in related fields that did not involve the use and understanding of economic principles and theories may not be used as qualifying experience for these positions. Special attention on this point should be given to certain types of work that may or may not have provided professional economic experience. The following examples of work require special care in such determinations:
    1. economic statistics;
    2. industrial surveys;
    3. management of individual business enterprises, including farms;
    4. industrial planning;
    5. writing or editorial work in economic subjects; and
    6. financial market analysis.
    For GS-14: In addition to meeting the degree requirement or an appropriate combination of education and experience as described above, candidates for grade GS-14 must show one year of specialized experience equivalent to grade GS-13 in federal or other service. This would be experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes duties of the nature described above.

    To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-XX. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Work Schedule: 8:00 a.m. to 4:30 p.m., Monday through Friday. Alternative schedules may be approved.

    Physical Requirements: The work is principally sedentary. The work may also require walking and standing in conjunction with travel to meetings and conferences away from the work site. No special physical effort is required to do the work.

    Promotion Potential: It is expected that this position will be filled at the full-performance level of grade GS-14.
