    This National Guard position is for a STAFF ACCOUNTANT, Position Description Number T5827600 and is part of the WY United States Property and Fiscal Office, National Guard.

    Responsibilities

    This position serves as a Staff Accountant, Wyoming Army National Guard.

    This position is located in the Army Comptroller Division in the US Property and Fiscal Office (USPFO). The Staff Accountant serves the Wyoming Army National Guard organization responsible for strategic oversight of finance and accounting operations within the Wyoming Army National Guard and works with other federal agencies. The primary conduit for communication with the Department of Army, Office of Secretary of Defense, Defense Finance and Accounting Service, Treasury, Commercial Auditing firms, Office of Management and Budget, Government Accountability Office, Pentagon's HQDA-ASA-FM, Department of Army Division Inspector General's office, and NGB Financial Improvement Audit Readiness (FIAR) Team on matters pertaining to Audits, inspections (IG & ORP) and the Financial Management (FM) Certification program.

    EMPLOYMENT CONDITIONS:
    U.S. Citizenship Required.
    Must obtain and maintain a SECRET security clearance.
    This position is subject to provisions of the DoD Priority Placement Program.
    Employees are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
    The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
    May be required to successfully complete a probationary period.
    Federal employment suitability as determined by a background investigation.
    Veterans' Preference does not apply as this is a Professional Series position.
    Recruitment/Relocation Incentive MAY BE authorized, if eligible. Subject to funding and approval.
    PCS is not authorized in lieu of incentives.
    Required to complete Level 3 Financial Management Certification within 24 months of appt.

    CONDITIONS OF EMPLOYMENT & NOTES:
    1. THIS IS A FINANCIAL MANAGEMENT LEVEL 3 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d and WY ARNG PFO Policy 19-004. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
    2. Must be able to obtain and maintain the appropriate security clearance of the position.
    3. May occasionally be required to work other than normal duty hours; overtime may be required.
    4. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

    Qualifications

    1. Bachelor's or higher Degree: Accounting; or a degree in a related field such as business administration, finance, or public administration that included - or - was supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law.

    OR

    2. Combination of Education and Experience: At least four years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The candidate's background must also include ONE of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination;
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing. For example, completed 15 semester hours however, the school course work does not fully satisfy the 24-semester-hour degree requirement as defined above in paragraph one (subject: Degree), provided that:

    (a) The candidate successfully worked at the full-performance level in accounting, auditing, or a related field for example, valuation engineering or financial institution examining;

    (b) A panel of at least two higher level professional accountants or auditors determined that the candidate demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and advancement levels that are normally associated with successful completion of the four-year course of study degree, as described above in Paragraph One; and,

    (c) Except for literal non-conformance to the requirement of 24 semester hours in accounting, the candidate's education, training, and experience fully meet the specified requirements.

    SPECIALIZED EXPERIENCE:
    Must possess a minimum of one year of experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the duties of the position, is required and possess at least 36 months of financial accounting and/or performance accounting experiences that led to objective and systemic examinations and resulted in assessments of the finance program's performance, efficiency, organization, program, activity or function.

    New-hire federal civilian service program applicant(s) should have competent experiences that are equivalent or commensurate to the financial administration program business with demonstrated understandings of the program's principles and concepts.

    FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-11 or higher grade in Federal Service.

    KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Professional, comprehensive knowledge of theories, practices, methods and techniques of accounting and other financial practices to conduct financial and accounting analysis, review and certify the content and nature of financial reports, to implement changes or make recommendations to existing accounting and procedures.
    2. Knowledge of accounting policies and procedures, congressional legislation, Department of Defense and Department of Army regulations and ability to development and implement changes or make recommendations to existing accounting and. accounting and procedures.
    3. Planning, developing, and coordinating financial management improvements necessary to comply with such legislation and regulations as the Chief Finance Officer (CFO) Act, principle of accounting internal, the Government Performance and Results Act (GPRA), and Office of Management and Budget (OMB) directives.
    4. Preparing financial statements within the National Guard Accounting Offices for use in reporting data required under the CFO Act and GPR.GPGPRA.
    5. Applying fact-finding and investigative techniques studying and analyzing data and researching directives and regulations and assessing their impact on current and planned operational initiatives.
    6. Preparing reports and organizing and delivering briefings to managers, State leadership and adjacent directorates to encourage understanding and acceptance of findings, recommendations, and observations.
    7. Monitoring and assisting customers (internal and external) in National Guard finance and accounting operations to include General Fund Enterprise Business Systems (GFEBS) and establishing internal controls for the USPFO to include the Quality Assurance Program (QAP).

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
    Continued employment in this position is subject to successfully obtaining and maintaining a Level 3 DoD Financial Management Certification within two years from entry on duty to the position. If the incumbent is already in a position that requires a Level 3 certification in which case he/she must complete the certification in the original 2-year period. Per WY ARNG PFO Policy 19-004.
