The incumbent is the Healthcare for the Homeless Veterans (HCHV) Supported- Housing Clinician located at Battle Creek VAMC. He/she identifies homeless veterans in the community who are eligible for homeless services, develops treatment resources and provides appropriate referral services. The incumbent's contact with homeless veterans is based on a theoretical and practical understanding of complex factors such as the homeless veterans' biopsychosocial diagnosis, degree of deprivation, motivation, and the social, and political and legal issues which influence the provision of care. To be effective, the incumbent must be sensitive to the needs of the homeless veteran and the requirements of the VA. The incumbent must establish close, positive working relationships with the clinical and administrative staff at the Battle Creek VA Medical Center and with homeless providers, administrators, court system, law enforcement agencies, and advocates in the community.
As the HCHV Supported-Housing Clinician, the incumbent has the following responsibilities:
- Identification of eligible homeless veterans: incumbent establishes productive working relationships with homeless veterans and service providers in the community and other stakeholders. The incumbent collaborates with community providers and/or other stakeholders to establish contact with homeless veterans for the purpose of conducting assessments and screening for consideration of placement/admission to the Jesse Houses. It is essential that the incumbent has excellent working relationships with VA Services and Departments to facilitate the veteran's care including establishing eligibility, on-site services and securing placement as appropriate when placement in the Jesse House is deemed inappropriate.
- Evaluation of homeless veterans: The incumbent assumes responsibility for conducting intake assessments of homeless veterans he/she has identified as being eligible for placement in the Jesse Houses. The newly identified patients may be in acute distress. The incumbent must demonstrate a high level of professional judgment, which includes the ability to independently make clinical decisions and recommendations. The Supported-Housing Clinician must assess veterans for dangerousness to self or others, evidence of psychosis, mental status, and the need for psychiatric hospitalization and refer and/or petition when deemed necessary. The incumbent must have knowledge of substance abuse, mental illness, dual diagnosis, as well as formulation of a psychosocial assessment that includes the
veterans' motivation and readiness for treatment, independent living or contract residential treatment. The incumbent demonstrates the ability to function as an effective facilitator between the patient and his/her environment, to make decisions quickly and accurately regarding appropriate disposition or intervention including immediate hospitalization, medical/psychiatric consultation, and mobilization of community and VA resources to meet the patient's financial, social, and environmental needs. To do this competently, the incumbent must establish effective working relationship with the VAMC's social work staff.
- Assists the HCHV Coordinator in collaboration with community agencies, court system, law enforcement agencies, and other VA programs to develop and implement services for homeless veterans.
- Serves on appropriate community boards and committees.
- Assists in the development of methods to collect/interpret program data and established procedures for program evaluation.
- Follows policies and procedures for the HCHV Program in accordance with all requirements and in collaboration with staff.
- Has an understanding of federal, state and local homeless policies and procedures.
- Independently performs case finding functions and outreach, identifying and screening patients for psychosocial needs. Incumbent must possess the knowledge and ability to independently implement treatment modalities, provide counseling or psychotherapy for individuals, families and groups.
- Incumbent is able to coordinates community-based services, including information and referral for additional services from other VA programs, other government programs and community agency programs.
- Independently identifies high-risk patients and provides case management services. Incumbent provides crisis intervention services, seeking to address the cause as well as the presenting complaint, coordinates family conferences and serves as liaison to family members. Has working knowledge and experience in use of medical and mental health diagnoses, disabilities and treatment procedures. This includes acute, chronic and traumatic illnesses/injuries, common medications and their effects/side effects, and medical terminology.
Work Schedule: Monday thru Friday, 8:00am-4:30pm. Hours may be rotated or extended based on the needs of our Veterans and the Medical Center.

QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement,
- United States Citizenship. Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
- Education. Have a master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CSWE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work.
- Licensure. Persons hired or reassigned to social worker positions in the GS-185 series in VHA must be licensed or certified by a state to independently practice social work at the master's degree level. Exception. VHA may waive the licensure or certification requirement for persons who are otherwise qualified, pending completion of state prerequisites for censure/certification examinations. For Battle Creek VA Medical Center, this is at the GS-9 entry level only.
- English Language Proficiency. Social workers must be proficient in spoken and written English.
- Physical Requirements.
GS-9 Social Worker
Experience, Education and Licensure. GS-9 is the entry level grade for the GS-185 social work series and is used for social workers with less than one year of post-MSW experience and for social workers who are not yet licensed or certified at the independent practice level. Social workers at the GS-9 level are working toward completion of prerequisites for licensure or certification.
Demonstrated Knowledge, Skills, and Abilities. In addition, the candidates must demonstrate the KSAs below:
- Ability to provide psychosocial treatment to a wide variety of individuals from various socioeconomic, cultural, ethnic, educational, and other diversified backgrounds. This requires knowledge of human development and behavior (physical and psychological), and the differential influences of the environment, society, and culture.
- Ability to work with patients and families who are experiencing a variety of psychiatric, medical, and social problems utilizing individual, group, and family counseling skills. Work with more complex problems is done under close supervision. With guidance from the social work supervisor, ability to assess the psychosocial functioning and needs of patients and their family members, and to formulate and implement a treatment plan, identifying the patient's problems, strengths, weaknesses, coping skills, and assistance needed.
- Basic knowledge of psychosocial treatment modalities and, under supervision, ability to implement treatment modalities in working with individuals, families, and groups to achieve treatment goals. This requires judgment and skill in utilizing supportive, problem solving, or crisis intervention techniques.
- Ability to establish and maintain effective working relationships with clients, staff, and representatives of community agencies. Ability to communicate effectively, both orally and in writing, with people from varied backgrounds.
- Knowledge of medical and mental health diagnoses, disabilities, and treatment procedures. This includes acute, chronic, and traumatic illnesses/injuries; common medications and their effects/side effects; and medical terminology.
- Basic skill in the use of computer software applications for drafting documents, data management, and tracking. Ability to learn and utilize software programs in use by VHA.
Experience, Education and Licensure. Promotion to the GS-11 full performance level requires completion of a minimum of 1 year of post-MSW degree experience in the field of health care social work (VA or non-VA experience) and licensure or certification in a state at the independent practice level. OR In addition to meeting basic requirements, a doctoral degree in social work from a school of social work
may be substituted for the required 1 year of professional social work experience in a clinical setting.

- Ability to provide consultation services to other staff about the psychosocial needs of patients and the impact of psychosocial problems on health care and compliance with treatment. Ability to provide orientation and coaching to new social workers and social work graduate students. Ability to serve as a field instructor for social work graduate students who are completing VHA field placements.
- Ability to independently evaluate his/her own practice through participation in professional peer review case conferences, research studies, or other organized means.
- Knowledge and skill in the use of computer software applications for drafting documents, data management, and tracking, especially those programs in use by VHA.
The full performance level of this vacancy is GS-11. The actual grade at which an applicant may be selected for this vacancy is in the range of GS-9 to GS-11.
