    Responsibilities

    This position is located in the U.S. Patent and Trademark Office (USPTO), Office of the Chief Financial Officer (OCFO), Office of Finance (OF), Financial Accounting Division (FAD).  The OCFO advises the Under Secretary and Director on planning, budgetary, financial, and procurement matters. The OF ensures that payments are promptly, accurately, and efficiently recorded and deposited; ensures that federal employees, contractors, and vendors are paid promptly, accurately, courteously, and in accordance with the law; and provides audited financial statements and other financial management reports to the public, the Congress, the Office of Management and Budget (OMB), the Secretary of Commerce, and USPTO management. 

    As Project Manager (Finance) leads projects involving financial management and analysis involving various aspects of USPTO finances.  Collaborates with representatives from the Activity Based Information Division (ABI), the Financial Reporting and Analysis Division (FRAD), and the Office of Planning and Budget (OPB). Coordinates and integrates work efforts of all staff contributing to a project, and serves as the primary point of contact.

    Addresses agency reporting of the Patent and Trademark finances and investigates any concerns as to the appropriateness of the current methodology. Performs a detailed analysis on what if scenarios based on new information received from business units.

    Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products in support of the projects. Makes improvements, solves problems, or takes corrective action when problems arise.

    Prepares financial statements and presentations concerning USPTO financial activities and short and long term strategies when addressing enterprise risk management concerns.  Plays a key role in developing long term financial goals for USPTO.

    Conducts cost analysis, cost analysis of project fees, and projection of fees for future cost related to specific finance projects. Incorporates those Finance projects into initiatives for budget formulation for the Office of Finance.

    Identifies project documentation requirements. Writes reports and any other written documentation required for projects.  Gives presentations and briefings on all aspects of projects to top management and other appropriate audiences.

    Qualifications

    You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position.     Specialized Experience: is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS-13.  Specialized experience for this position includes:

    1) Experience performing complex analysis of cost benefits analysis of projects (e.g., cost allocation methodology).

    2) Experience designing queries for extracting, and collecting data through data mining tools such as Business Objects or equivalent to conduct statistical analysis and to create multi-layered financial reports based on company or agency-wide financial data for executive management.

    3) Experience explaining or defending financial projects in writing and makes presentations concerning such projects to various audiences.

    Education

    Education may not be substituted for specialized experience at the GS-14 grade level for this position.

    How You Will Be Evaluated

    You will be evaluated for this job based on how well you meet the qualifications above.

    KSA 1 - Knowledge of financial principles, laws, regulations, policies, and methods related to project management.

    KSA 2 - Knowledge of policies, practices, and procedures of finance, accounting, and budgeting to coordinate, facilitate, and resolve issues or questions related to fee project management.

    KSA 3 - Skill in utilizing ABC model cost data to develop fully burdened fee cost calculations for individual fees on an annual basis as part of a fee setting process.

    KSA 4 - Knowledge  of automated tools used to manage project schedules, funding, and progress.

    KSA 5 - Skill in written and verbal communication to explain or defend the status of financial projects and to make presentations concerning such projects to various audiences.  Targeted audiences frequently include executive level management.
