    The NLM is recruiting for multiple Supervisory Technical Information Specialist positions.

    Responsibilities

    Position are available in the following areas of in the Division of Library Operations:

    Data Management Unit, MEDLARS Management Section, Bibliographic Services Division

    This position directs the work of approximately six professional staff who support the following programs and activities: Terminology products, such as Common Data Elements or the Value Set Authority Center (VSAC); data products such as the NLM Data Distribution Program or Serials data support; and toxicology, chemical or drug products such as ChemIDplus. The Unit Head will be supporting staff providing customer support services and documentation; quality control of data and quality assurance of systems; evaluation of system processes for enhancement, usability and efficiency and testing of data and systems.

    Unit One, Collection Development and Acquisitions Section, Technical Services Division
    This position supervises eight professional librarians, technical information specialists, and library technical support personnel. Major areas of responsibility include overseeing negotiation of license agreements for access to electronic journals and other electronic information resources; establishing guidelines for acceptable license terms to support NLM's mission and internal processing needs, including MEDLINE indexing, with a wide variety of publishers and intermediaries; and working closely with other in the unit to support the work of the Literature Selection Technical Review Committee (LSTRC), a U.S. government Federal Advisory Committee responsible for selecting journals for MEDLINE.

    Unit Head, Reference & Web Services Section, Public Services Division
    This position serves as a Unit Head in the Reference and Web Services Section, Public Services Division, Library Operations, National Library of Medicine and is the technical expert for the provision of customer services, health information to the public, patients and families, or web services at the NLM. The Reference and Web Services Section serves these functions: (1) Provides centralized reference and customer services to users of NLM's products, collections, and databases worldwide; (2) Manages a national information resource for the public, patients, and families by providing electronic access to reliable health information issued by the National Institutes of Health and other trusted sources; (3) Supports NLM websites and other technologies that provide services to the nation; (4) Provides and manages electronic and print reading room collections; (5) Supports outreach to professionals and the public through training, exhibitions, bibliographies, and print and electronic guides to health information; (6) Carries out these programs in coordination with other government agencies, national organizations, libraries, and international organizations.

    Qualifications

    In order to meet the basic education requirements, you must have:
    A full 4-year course of study that meets all the requirements for a bachelor's degree with major study in the subject-matter field of the position to be filled;

    OR

    Four years of experience that provided a knowledge of the basic principles, theories, practices, techniques, and terminology of a discipline or subject-matter field; an understanding of the standard methods, procedures, and techniques of research and analysis in the subject-matter field; and where appropriate, ability to read and comprehend nontechnical material in one or more foreign languages. Such experience must have been equivalent to that which would have been gained through a 4-year college curriculum;

    OR

    A combination of education and experience as described above.

    In addition to meeting the basic education requirements:
    In order to qualify at the GS-13 level, you must demonstrate in your resume at least one year of qualifying specialized experience equivalent to the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing health information to users of library systems and databases; developing policies, programs, services and/or products for a library system; and managing library systems and databases.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
