The incumbent serves primarily as the Program Coordinator for the USGS Earthquake Hazards, Global Seismographic and Geomagnetism Programs. In addition, the incumbent advises the Associate Director for Natural Hazards to set direction and encourage collaboration among all geologic hazards activities across the Bureau, including coordination for implementation, reporting, and leveraging of both funding and expertise. Responsibilities include:
- Coordinating all USGS programmatic activities relating to earthquake, volcanic, landslide, geomagnetic storm, and tsunami hazards and their effects, and coordinates work with other Program Coordinators, Science Center Directors, and Regional Directors who are involved in developing project plans, assembling project teams, and making programmatic decisions affecting priorities and funding.
- Representing the Earthquake Hazards, Global Seismographic Network and Geomagnetism Programs to congressional members and staff. Facilitates collaboration and integrate all geologic hazards program development across the Bureau, including coordination for implementation, reporting, and leveraging of both funding and expertise. Develops plans for these programs to achieve the strategic goals.
- Defining needs for Earthquake Hazards, Geomagnetism, and Global Seismographic Network Programs, prepares new funding initiatives and allocates funding. Responds to congressional inquiries about programmatic activities and funding. Oversees a program council of regional and topical coordinators, which contribute to the development of new initiatives, program review, and strategic program planning.
- Overseeing the development of the Advanced National Seismic System (ANSS), including the ShakeAlert earthquake early warning system, and develops strategic partnerships.
- Overseeing development of program descriptions and status reports for use by Congress, Office of Management and Budget, the Government Accountability Office, and high-level USGS and DOI management staff. Gives briefings as required to USGS, DOI, OSTP, National Security Council, and other Federal senior managers and officials.
- Representing USGS in discussions and deliberations regarding such matters as inter-program coordination and cooperative activities; alignment of earthquake, tsunami, and space weather hazards priorities with those of the discipline, USGS, and DOI; collaborative efforts with other agencies; various facilities, staffing, and other resources issues; and program monitoring. Conveys related program information and actions to other employees in the assigned program(s).
- Managing a staff of scientific managers and support personnel.
- Supervising the execution of the external research support component of the Earthquake Hazards Program.
- Carrying out USGS statutory responsibility to coordinate NEHRP post-earthquake scientific investigations on behalf of the four NEHRP agencies and other federal and state government and university partners.
- Representing the USGS programs and interests on a variety of committees.
Occasional travel - Overnight travel is required.

Are There Any Special Requirements For This Position?
- A background investigation is required. It is not a prerequisite to apply for this position, however, the selectee must possess the ability to obtain and maintain a background investigation for a public trust designated position. Continued employment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

- Because this position requires travel for official business, the selectee will be required to apply for a charge card within 30 calendar days of appointment. - This position requires completion of a one year supervisory/managerial probationary period, if one has not previously been completed. If a Federal employee you may be subject to serving a new one-year probationary period.

As a basic requirement, applicants must provide evidence of progressively responsible leadership, science program management, knowledge of budget formulation policies and procedures, and have knowledge of science concepts as they relate to earthquake hazards, surface faulting and earthquake-induced ground failures, earthquake seismology, geomagnetism, tsunamis, and field and laboratory research in volcanic hazards, geothermal energy, and geochemistry in order to coordinate a major hazards program. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service or its equivalent with State or local government, the private sector, or nongovernmental organizations. To meet the minimum qualifications, you must meet the education requirement and clearly show that you possess the technical qualifications (TQ) below. Failure to meet or address each mandatory TQ will disqualify an applicant.

Technical Qualifications (Mandatory):
- State-of-the-art science knowledge of geologic hazards and geomagnetism.
- Ability to advance new geoscience concepts in geologic hazards.
- Ability to formulate geologic hazards science goals and objective.
- Ability to define the direction of diverse research (basic and applied) and investigation programs in geologic hazards of nationwide scope and responsibility.
- Skill in written communications, interpersonal liaison, and organizational representation.

Category rating will be used in the ranking process for this position. The quality categories are Best Qualified and Qualified.
