    Summary

    This position is located at the Pacific Southwest Region in Vallejo, CA.The incumbent is responsible for developing creative methods & techniques to communicate the Region's programs, policies & activities to key news media, congressional members & their staffs, other interested parties & internal audiences.     Responsibilities

    • Provide leadership for planning, designing, and executing a comprehensive public affairs program.
    • Serve on communication task group(s) or ad hoc team(s) to develop or review broad strategic or focused tactical communications plans relative to news media and congressional staff needs.
    • Coordinate methods with internal managers to enhance two-way communication between employees and management.
    • Participate in the formulation of creative methods and techniques to communicate programs, policies and activities to key news media, congressional members and their staffs, other interested parties, as well as internal audiences.
    • Direct public affairs support for all natural resource program areas, to include media, national organizations, partners, and Congress and internal customers on complex public affairs issues.
    • Advise on existing and emerging issues and their implications for management and policies.
    • Identify and analyze target audience identification, media and message strategies.
    • Maintain knowledge of the most current and effective communication methods and techniques to carry out duties of the position.
    • Analyze issues and public reaction to recommend methods for minimizing misconception and improving understanding of policies to anticipate and address critical issues.
    • Prepare briefing papers, issue summaries/talking points, fact sheets, and news releases for public notification.
    • Formulate plans for a wide variety of outreach strategies for effective contact and positive relationship with the public, partners and employees in connection with issues and activities of a national/regional nature.
    • Analyze and evaluate public affairs programs to assist in achieving the public relations objectives.
    • Coordinate with appropriate staff to ensure employees understand policies and positions so they can speak with ?one clear voice? in their external contacts and relationships.
    • Represent the agency in meetings and discussions involving individuals, groups, and organizations working in support of, or opposing, the policies, programs and work of the organization.
    • Recommend news media, congressional forums, and partner venues and opportunities to gain increased public support and enhanced two-way communication
    • Assure the delivery of new initiatives or programs through public affairs delivery programs, such as graphics, speeches, and communication plans.
    • Prepare in-depth analyses and other information needed in developing strategy for addressing critical and complex issues.

    Specialized Experience Requirement:

    For the GS:13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Evaluated the effectiveness of a public affairs and/or communications program, contributed to long-range plans and developed new methods and techniques in communicating with an agency's various publics and groups; Researched complex agency programs and developed communication materials using various tools and techniques, such as press releases, Opinion Editorials, multimedia and social media; Researched and analyzed controversial agency programs, assessed public reaction and developed appropriate communication strategies, information materials, campaigns, and programs.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

    Career Transition Assistance Plan (CTAP), Reemployment Priority List (RPL) or Interagency Career Transition Assistance Plan (ICTAP): To exercise selection priority for this vacancy, CTAP/RPL/ICTAP candidates must meet the basic eligibility requirements and all selective factors. CTAP/ICTAP candidates must be rated and determined to be well qualified (or above) based on an evaluation of the competencies listed in the How You Will Be Evaluated section. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100.
