    As Assistant Director, the incumbent is responsible for the development and management of national policy, guidance, and standards for the BLM National Conservation Lands, Resources Education and Partnership Programs. The BLM National Conservation Lands include National Monuments, National Conservation Areas, Wild and Scenic Rivers, National Scenic and Historic Trails, Wilderness Areas, and Wilderness Study Areas and specially designated public lands as mandated by the President or by Congress. The incumbent represents Interior or the BLM before Congress and other Federal, State, and local agencies, private industry, environmental communities, academia, media, tribal governments, and other appropriate parties. 

    As a member of the Bureau executive leadership team consisting of the Bureau Director, Deputy Director, Assistant Directors, and the State Directors, ensures consistency of policy direction and management through coordination, communication, and collaboration within the Bureau, the Department, among other Federal, State, and local agencies, private industry, environmental communities, academia, media, tribal governments, and other appropriate parties. The incumbent leads sponsorship of, or represents Interior or the BLM at conferences, meetings, workshops, and training sessions related to special areas.

    The Assistant Director provides program direction to promote teamwork, creativity, innovation, and closer ties to customers and creative approaches to problem resolution. Program direction consists of various management functions essential to the support of the Bureau's goals and strategic objectives which include: preparation and management of the operating budget; personnel management; and equal employment opportunity in the fullest context for the effective utilization of human resources; management analysis to improve operating practices and procedures; safety; employee development; accounting and financial operations; procurement and contracting of supplies and services; management of personal and real property; and other miscellaneous functions.

    We are looking for a dynamic executive with proven success in leading organizational change, and building strong coalitions among a diverse set of stakeholders (ie, national and international organizations; scientific and professional organizations; federal, state, local governments; interagency groups; private industry).  The successful leader has worked collaboratively with executive teams in the accomplishment of strategic goals, effectively managed and executed all financial/budget responsibilities, and recruited and retained a highly-skilled and diverse workforce within all portfolios. You must clearly show that you possess the experience, knowledge, skills and ability to perform the duties of an executive. Unless you are currently serving under a career Senior Executive Service appointment or eligible for reinstatement into the Senior Executive Service, or successfully completed a Senior Executive Service Candidate Development Program (CDP) approved by OPM and been certified by OPM, you must submit a narrative statement covering each of the Technical Qualification and Executive Core Qualifications (ECQ) listed below. Career Senior Executive Service appointees, those eligible for reinstatement into the Senior Executive Service, or those who have successfully completed a CDP are expected to address only the Technical Qualifications. Your examples should be clear and concise, and emphasize your level of responsibilities, scope and complexity of programs managed, program accomplishments with results of your actions, policy initiatives and level of contacts. EACH TECHNICAL QUALIFICATION AND EACH ECQ MUST BE ADDRESSED SEPARATELY. The narrative addressing ECQs should follow the format provided in the Guide to Senior Executive Service Qualifications at http://www.opm.gov/ses/recruitment/ecq.asp OR YOU MAY NOT RECEIVE CONSIDERATION.     Technical Qualifications(TQs): The same narrative format as the ECQs, may be used for the TQs.

    1. Knowledge of and ability to implement the laws, regulations, executive orders, secretarial orders etc. , governing public land/natural and cultural resource management.

    2. Ability to present, discuss, and defend major program objectives before: Congress; national and international organizations; scientific and professional organizations; Federal, State, Tribal, and local governments; interagency groups; private industry; special interest groups; and public meetings which often involve dealing with highly controversial and sensitive issues.

    3. Knowledge of public land/natural and cultural resource program development, policy formulation, program and budget accomplishment, well as how to develop government procedures and how decision making processes are handled.

    You will be evaluated on your responses to the Technical Qualifications (TQs) as listed above and your responses to the Executive Core Qualifications (ECQs) below.


    ECQ 1 - LEADING CHANGE. This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

    Senior Executive Service Probationary Period: If you are selected for this position, you will be required to serve a one year SES probationary period, if one has not previously been completed.
