    Summary

    A successful candidate in this position will serve as a recognized authority on occupational health and safety in matters of radiation protection and health physics, maintains and updates the Department’s system of radiation protection requirements and recommendations, develops and manages programs and activities that support compliance with 10 Code of Federal Regulations (CFR) 835.

    Responsibilities

    As a  Health Physicist, you will:

    • Serve as the Department’s technical expert for all matters concerning 10 CFR 835 including: The evaluation, coordination, and development of regulations, standards, and policies aimed at safeguarding workers that are performing Department of Energy (DOE) radiological operations, including: Amendments to 10 CFR 835 in accordance with the Administrative Procedures Act, DOE Directives, DOE Technical Standards, and Radiological Control Technical Position Papers.
    • Work closely with field and contractor Health Physics professional staff and with counterpart officials of other Federal agencies in order to ensure an integrated approach toward developing policy and technology needs, priorities, and implementation plans.
    • Identify and correct aspects of occupational radiation protection policies that conflict with those of other radiation protection programs.
    • Serve as the Department’s liaison for all matters concerning radiation protection, including: Serves on national and international committees concerned with radiation protection standards for workers.  Participates in national task groups concerned with the development of radiation standards aimed at monitoring radiation exposures of workers.
    • Advise and assist the Director, Office of Worker Safety and Health Policy, in the development of long-range goals, objectives, budgetary aims, and priorities for outlay program tasks governing the conduct of the Department’s occupational radiation protection program.
    • Work with user groups, such as the Radiological Control Coordinating Committee, Energy Facilities Contractors Operators Group, and Radiation Protection Special Interest Group, in performing this duty.

    Qualifications

    SPECIALIZED EXPERIENCE REQUIREMENTS

    A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level, GS-13, in the Federal service or equivalent. Specialized experience for this position is defined as:

    • Demonstrated experience in the evaluation, coordination, and development of regulations, standards, and policies aimed at safeguarding workers that are performing radiological operations under Amendments to 10 CFR 835, the Administrative Procedures Act,  Directives, Technical Standards, and Radiological Control Technical Position Papers.
    • Practiced in working with field and contractor Health Physics professional staff and with counterpart officials of other Federal agencies or private sector.
    • Experience in identifying and correcting aspects of occupational radiation protection policies that conflict with those of other radiation protection programs.
    • Service as liaison for all matters concerning radiation protection in the private or public sector.

    1. Mastery of radiation protection principles, philosophy, concepts, and advanced practices, as well as in-depth knowledge of the evaluation of radiation protection standards, particularly as they apply to the occupational radiation protection requirements in 10 CFR 835.
    2. Ability to apply experienced judgment to evaluate and resolve a variety of highly-complex and often controversial health physics problems germane to DOE field and contractor operations.
    3. Working administrative knowledge and skills sufficient to plan, schedule, budget, and manage highly-technical projects and to develop research requirements aimed at enhancing radiation safety.
    4. Mastery of health physics and radiological dosimetry concepts and its documentation, external dosimetry, extremity dosimetry, neutron dosimetry, direct (in-vivo) bioassay, indirect (in-vitro) bioassay, traceability of standards, quality assurance to include software quality assurance, and general operational and health physics principles to provide expert advice and guidance to DOE facilities.
    5. Knowledge of related radiological protection fields, (criticality dosimetry, instrument calibrations, accelerator health physics, internal dosimetry) as necessary to perform duties in area of expertise and to lead multidisciplinary teams for the assessment of health physics and radiation control programs.

You will receive credit for all qualifying experience, including volunteer experience.

    Education

    Basic Requirements:

    A. Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.

    OR

    B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in paragraph A.
