    THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

    This National Guard position is for a CONTRACT SPECIALIST, Position Description Number T59154000and is part of the KS United States Property And Fiscal Office, National Guard.

    Responsibilities

    As a CONTRACT SPECIALIST, GS-1102-13, you will serve as Senior Contract Specialist, Team Leader and Lead Negotiator with delegated Contracting Officer authority for highly specialized, long-term, complex contracts that affect a wide range of procurement activities or contractor operations or have a significant impact on local geographic areas. Responsible for the contracting related to the overhaul for M1 Abrams' Full Up Power Packs (FUPPs) from initiation of the requirement through contract close-out or termination. Assignments include a range of M1 Abrams complex vehicle systems/programs and major subsystems that includes the development of hardware, software and data, overhaul and maintenance, facilities contracts, and design and engineering efforts. As the Contracting Officer/Team Leader, assigns acquisitions to team members, taking into consideration dollar value, priority, and complexity. Serves as lead negotiator for all complex contracts/procurements. As the Contracting Officer, approves and signs all contracts and serves as advisor to senior program and acquisition officials.

    • The incumbent must meet the continuing acquisition education requirements IAW DoDI 5000.66 paragraph E2.2.8.
    • As a condition of continued employment in the position, employee must complete Level Three Certification within 24 months of appointment to the GS-1102-13
    • Prior to appointment, an applicant must complete and clear drug test.
    • As a condition of employment, if the contract specialist is directed by his or her respective Contract Supervisor to hold a Warrant, he or she must pass the CORB PRIOR to appointment to the position.
    • Possess a valid state driver's license to operate government motor vehicles, for the state in which they live or are principally employed, in accordance with Army and Air Force Vehicle Operations Directives.
    • The applicant must possess or obtain a valid security clearance (Secret) within three months of appointment according to Army or Air Force Personnel Security Program Management Directives.
    • May be required to travel by military or commercial aircraft in the performance of TDY assignments.
    • May be required to work overtime/outside normal duty hours.
    • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
    • The incumbent must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
    • Contracting Level III required.
    • This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration.
    • This designation will not exceed 14 calendar days per year unless otherwise approved in advance by the TAG.

    Qualifications

    GENERAL EXPERIENCE:
    • Skilled in collecting and analyzing contracting data effectively, efficiently, and accurately;
    • Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication;
    • Ability to write English in reports and presentation formats;
    • Ability to communicate clearly and effectively;
    • Skilled in presenting formal training presentations and briefings; and,
    • Skilled in applying procedures and directives by reading and interpreting program material.

    SPECIALIZED EXPERIENCE: Must have at least 12 months of broadening contracting experiences and competencies that provided an expanded expertise in contracting principles and procedures to include the following tasks: Developing and Negotiating Positions, Advanced Cost/Price Analysis, Contract Termination, and Procurement Policies.

    You must meet the following Education requirement to qualify for this position:

    Bachelor's Degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 Semester Hours in any combination/restricted to the following studies: Accounting, Business, Finance, Law, Contracts, Purchasing, Economics, Industrial Management, Marketing, Quantitative Methods, or Organization and Management.

    You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

    Per the Defense Acquisition Workforce Improvement Act (DAWIA), November 1990, with NDAA inclusions, the following notes are provided:

    • The education requirements listed above apply to individuals who initially entered -or- will enter the National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102, positions, on/or after October 1, 2000.
    • Current National Guard (NG) Title 5 Excepted Service Contracting Program, Series GS-1102 employees who occupied GS-1102 positions with authority to award or administer contracts, above the simplified acquisition threshold on/or before September 30, 2000, are exempt from meeting this education requirement.
