    The FRTIB is looking for a highly qualified and motivated individual to serve as an Attorney-Advisor (Privacy) - Chief Privacy Officer.

    This Job Opportunity Announcement (JOA) may be used to fill other Attorney-Advisor (Privacy) - Chief Privacy Officer, GS-0905-15 positions within the FRTIB in the same geographical location with the same qualifications and specialized experience.

    The major duties of the position are:

    • - Researches laws, regulations, policies, legal texts, and precedential cases applicable to issues involving the Privacy Act, Federal Information Security Modernization Act (FISMA), and related questions.
    • - Ensures in-depth analysis of all legal issues and applicable precedents pertaining to privacy.
    • - Renders legal reviews on the policies and procedures in accordance with applicable privacy-related laws, regulations, and guidance, including, but not limited to the Privacy Act, the Federal Information Security Modernization Act, as amended (FISMA), Section 208 of the E-Government Act; OMB Circulars and Memoranda; and/or guidance from the National Institute of Standards and Technology (NIST).
    • - Advises on legal aspects of Privacy with legislation, regulations, or guidance.
    • - Oversees and directs the Privacy program and function in support of the operation and administration of the agency.
    • - Represents the agency on legal matters, questions, and issues confronting the agency related to privacy. Participates in negotiations and conferences to provide facts and legal advice about agency programs and existing or proposed legislation affecting agency operations.
    • - Supervises a team of privacy attorneys in carrying out the mission and purpose of the agency's privacy program; serves as a member of the leadership team within the Office of General Counsel.

    Probationary Period. Two-year probationary period may be required.

    Background Suitability Investigation.     To qualify for this position applicants must meet the education requirement, professional certification, and specialized experience requirement as described below.

    Education Requirement
    Possess a law degree (LL.B or J.D.) and be a graduate from a full course of study in a school of Law accredited by the American Bar Association, or equivalent training. Equivalent training is that training permitted in some states in lieu of attendance at a law school. To be acceptable, this training must be of the kind and nature required by the state in which the bar exam is taken or is to be taken; and

    Proof of Bar Membership
    Be a member in good standing of the bar of the state, territory of the United States, the District of Columbia, or the Commonwealth of Puerto Rico; and

    Professional Certification

    Posses an active certification issued by the International Association of Privacy Professionals (IAPP) (e.g., any CIPP designation, CIPM, or CIPT); and

    Specialized Experience
    In addition to having the above education and certification, applicants must also have at least one year of fulltime specialized work experience comparable in scope and responsibility to the next lower level (equivalent to the GS-14) in the federal government. Specialized experience is defined as: experience rendering legal advice on three or more of the following: (1) The Privacy Act, (2) Section 208 of the E-Government Act, (3) the Federal Information Security Modernization Act; (4) OMB Circulars and Memoranda, or (5) guidance issued by the National Institute of Standards and Technology (NIST).

    *Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
