    Responsibilities

    Position may be filled at the GS-09 or GS-11 level. At the full performance GS-11 level, the incumbent serves as a Natural Resources Specialist.

    The duties of this position are developmental in nature, leading to the full performance level of GS-11.  The incumbent may be non-competitively promoted to the next level of the position upon meeting all regulatory requirements; certification by the supervisor of successful performance; completion of all training requirements; and the availability of work at the next higher grade level.  Note: Promotion is not automatic.

    At the GS-11 level:
    -Reviews and evaluates plans and proposals to determine impacts from water delivery, new construction, and major maintenance projects.
    -Develops, prepares, and processes environmental impact statements, environmental assessments, categorical exclusion checklists, environmental commitment plans, environmental portions of planning reports, resource management plans, and other environmental and scientific documents.
    -Ensures professional documents prepared are in full compliance with pertinent environmental laws, policies, and procedures.
    -Inspects public land and water areas to evaluate compliance with agreements.
    -Tracks environmental commitments in NEPA documents.
    -Coordinates NEPA compliance for projects with Endangered Species Act (ESA) compliance with the ESA Team, as well as Fish and Wildlife Coordination Act (FWCA) and National Historic Preservation Act (NHPA) compliance with the Regional Office.
    -In day-to-day operations, interacts with other technical segments of the Regional Office and Natural Resources Specialists in Reclamation's Denver and Washington offices, and personnel in other project offices concerning environmental matters that may affect various planning, design, construction, operation, and maintenance phases and research efforts.
    -Provides Reclamation's viewpoint to interagency teams and other groups. Represents Reclamation on interagency teams, task forces, and cooperative working groups involved in activities relating to the Region's environmental programs to represent general Reclamation positions, as well as provide environmental expertise.

    Qualifications

    Minimum Education Requirement:
    Applicants must meet the Basic Education Qualification Requirements listed below:

    A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
    OR
    B. Combination of education and experience - courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

    Foreign Education: To receive credit for education completed outside the United States, applicants must show proof that the education has been submitted to a private organization that specializes in interpretation of foreign educational credentials and such education has been deemed at least equivalent to that gained in conventional U.S. education programs.

    In addition to meeting Basic Education, applicants must have specialized experience or additional education as defined below.

    GS-09: One year of specialized experience equivalent in difficulty and complexity to at least the GS-07 level in the Federal service OR two years of progressively higher level graduate education leading to a master's degree OR master's or equivalent graduate degree.

    GS-11: One year of specialized experience equivalent in difficulty and complexity to at least the GS-09 level in the Federal service OR three years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

    Definition of Specialized Experience: To meet specialized experience, your resume must describe experience that demonstrates the particular knowledge, skills, and abilities as follows:

    GS-09: Interpreting and applying federal and state environmental laws and regulations, such as NEPA and/ or CEQA compliance; wildlife management; wildlife habitat restoration, cultural resource management, watershed restoration; environmental planning.

    GS-11: Preparing portions of environmental documents to meet the requirements of NEPA and ESA; collecting, synthesizing, and evaluating environmental data, and preparing preliminary findings and recommendations; applying biological facts, principles, methods, and techniques to develop conventional plans and/or studies involving natural resource activities. These examples are not all inclusive.

    Experience that would not normally be part of an applicant's position may be creditable when documented by satisfactory evidence (e.g., a memorandum from the manager or human resources director, SF-52, or similar documentation).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    This position has a mandatory education requirement; you must furnish a copy of your transcript of college work completed (unofficial copy is acceptable). Transcripts must include the name of the college or university and date the degree was conferred. Non-submission may result in you being rated not qualified for the position.

    Relocation: Travel and relocation expenses are authorized. Eligibility for specific relocation services will be determined at the time of selection. However, use of Relocation Services Contract (Guaranteed Home Sale) will not be authorized. Note that in accordance with the 2018 Tax Cuts and Jobs Act, Public Law 115-97, all relocation expenses are now classified as taxable.

    Telework: Reclamation has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisory approval. This is not a virtual position.

    Conditions of Employment:
    -This position requires completion of a one-year probationary period, unless you have previously met this requirement.
    -Successful adjudication of personnel security investigation required.
    -Travel is required approximately 20% of the time.
    -Operation of a government vehicle is required; therefore, you must possess and maintain a valid State’s driver’s license.

    How You Will Be Evaluated

    Human Resources (HR) will review resumes and transcript(s) to ensure applicants meet the basic qualification requirements.     3. Ability to communicate with water users, the public, and managing partners on a variety of topics, and to negotiate and resolve conflicts and provide solutions to difficult situations.
