    This position is located in the Center of Financing, Access, and Cost Trends (CFACT), Division of Survey Operations (DSO) of the Agency for Healthcare Research and Quality (AHRQ). The duty location for this position is in Rockville, MD.

    Responsibilities

    As a Survey Statistician, you will provide guidance to staff within other Centers and Offices of the Agency, to other Departments and Agencies of the Federal Government and to the public, including the States and research organizations. The work effects information and tools needed by health care leaders and policy makers in improving health care financing, access, coverage, and cost nation-wide.

    Specifically, you will:

    • Develop innovative guidelines to govern data content, collection and dissemination in national health and economic surveys.
    • Recommend enhancements and modifications to surveys based on analysis of instrument design and survey design to improve the statistical quality and cost efficiency of the data collection.
    • Use sound survey management practices and statistical judgment to manage and monitor data collection efforts conducted or sponsored by the Agency in terms of quality and efficiency.
    • Apply survey and statistical theory and techniques to the design and analysis of national probability surveys of establishments and persons conducted or sponsored by the Agency.
    • Serve as a Contracting Officer Representative (COR) on special projects

    Qualifications

    THESE QUALIFICATION REQUIREMENTS MUST BE MET BY THE CLOSING DATE: 09/16/2019

    EDUCATION REQUIREMENT:

    A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

    B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    EXPERIENCE REQUIREMENT:
    In addition to meeting the education requirement, to qualify for this GS-14 Survey Statistician, your resume must clearly demonstrate that you have one full year of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: application of advanced statistical theories, principles, concepts, methods, techniques, and practices to the conduct of national surveys; develop estimates from large complex survey data, applying advanced statistical or multivariate techniques to analyze the data and produce written summaries/publications of methodological and analytical results.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
