As the Chief Financial Officer (CFO), the incumbent serves as the principal advisor to the Under Secretary of Commerce for Intellectual Property and Director of the USPTO, and is responsible for the management and long-term planning of the agency’s finances, budget, financial systems, and procurement services, as well as the following:
Oversees all financial management activities relating to USPTO programs and operations;
Oversees 300 employees and contract staff;
Develops and maintains integrated agency accounting and financial management services and systems, including financial reporting and internal controls;
Directs and manages policy guidance and oversight of USPTO financial management personnel, activities, and operations to achieve compliance with all applicable laws, regulations, and policy through the Office of Planning and Budget, the Office of Finance, the Office of Financial Management Systems, and the Office of Procurement;
Advises the Under Secretary and senior agency management on agency budgetary priorities, establishment and adjustment of user fees, the financial execution of the budget, and prepares timely cost and performance reports;
Evaluates proposals for reprogramming of funds, advising senior agency management on appropriate compliance measures and ensuring that approved transfers of budget authority between budget accounts and allocations is consistent with reprogramming laws and regulations;
Oversees the USPTO’s enterprise risk management program, and advises the Under Secretary and senior agency management on emerging risk areas;
Ensures that the Under Secretary and senior agency management are kept fully informed on Departmental, OMB, Congressional, and other higher-level policies and practices that impact USPTO programs;
Serves as the Audit Resolution Officer, working with the USPTO counsel and business teams, as needed, and negotiating resolution of Inspector General, Government Accountability Office and Office of Management and Budget recommendations.
The incumbent is expected to provide expertise and exercise critical judgment and maturity. This individual needs to be a leader and coalition-builder who can work on multiple levels within the agency, the Department of Commerce, and across government to implement programs and processes, and facilitate change.
The selected CFO will oversee an annual budget of more than $3.4B and join an effective and collaborative executive committee poised to drive operational change that will lead USPTO into the future.

Probationary Period: You will be required to serve a one-year probationary period unless you previously completed the probationary period in an OPM SES certified position.

How You Will Be Evaluated
