    Responsibilities

    WHAT DOES A Statistician DO? As a Statistician, you will be responsible for the initiation, formulation, execution and completion of statistical projects and studies relating to equal employment opportunity, diversity and inclusion. In the Office of Equity, Diversity and Inclusion (EDI), you will apply statistical methodologies, procedures and techniques to drive greater innovation and business results at the IRS by collecting, analyzing and presenting various forms of human capital and diversity and inclusion data. You will research technical aspects of the job and isare responsible for recommending decisions potentially affecting policies and programs impacting demographic composition and agency workforce processes. In this role, you will work both independently and with other staff to interpret demographic data, assess workforce processes and practices, draft quantitatively-based findings, render technical decisions based on accepted statistical practices, prepare comprehensive reports, and orally communicate work results to a variety of internal and external stakeholders and interested parties. Another important aspect will include helping others, including various levels of management, to understand the results, implications and limitations from quantitative analyses and other statistical studies.

    As a Statistician you will: 

    • Assume responsibility for the initiation, planning, implementation, controlling, modifying and executing of all or part of an entire research project, including such tasks as formulation of workload estimates for program segments, specification of the methodology to be used, preparation of appropriate specifications and procedures, and review computer systems specifications and materials and instructions needed for assuring the adequacy of a study's design.
    • Review the results of the research project. Conduct detailed analyses of information and data pertaining to the agency’s workforce planning process.
    • Prepare recommendations relating to strategic planning, oversight, and monitoring of budget, acquisitions, and human resources activities.
    • Recommendations adopted facilitate management decisions in the
      arena of human capital investment strategies and, ultimately, impact overall organizational efficiencies.
    • Assist the supervisor in determining the scope, goals and schedules for future programs in the Office. Results have a direct impact on Strategic Planning and Measures Office/MITS EEO and Diversity or assigned area’s policy.
    • Act as a troubleshooter in resolving bottlenecks at any step in a program or research project.
    • Resolve very complex problems requiring in-depth statistical and subject-matter knowledge.
    • Participate in executive-level meetings as a representative of the supervisor.
      Produces tables and graphical materials using standard computer software packages.
    • Review statistical literature for data and research methodology appropriate for inclusion in the research process and also as a means of helping to evaluate the reasonableness of data.
    • Perform in-depth review and analysis for reasonableness and accuracy of all material produced for a given study and providing guidance in this task to lower grade professionals based on in-depth knowledge of research requirements.

    Qualifications

    You must meet the following requirements by the closing date of this announcement. 

    BASIC REQUIREMENTS: (All Grades) 
    You must have a Bachelor’s degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing. OR

    A combination of education and experience which includes courses shown above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

    , you must meet the requirements described below:

    GS-13 LEVEL: You must have 1 year of  specialized  experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: experience which demonstrates the ability to independently lead research and social science projects requiring advanced mathematical and statistical knowledge pertinent to the position to be filled. This knowledge is further demonstrated by assignments where the applicant independently managed high-level, complex studies using well-established methods for identifying the probable causes of statistical variances and drafting recommendations for resolving or mitigating such variances. The resolution of identified areas includes communicating findings through written and oral methods to audiences across multiple grades and levels of responsibility. Prior work assignments would generally include using specialized methodologies (e.g., applied mathematics, statistics, demography, or econometrics) to appropriately address varied quantitative and qualitative challenges by developing computerized mathematical models, regression models or applied demographic projections.

    In addition to the above, in order to be eligible, applicant must possess specialized experience interpreting, analyzing, and managing large workforce data sets to indentify potential barriers and trends related to diversity and inclusion. Designing, developing, and maintaining data in the form of metrics, scorecards, reports, analyses, capital concepts to readers, transform and present data using visible, clear, and compelling graphics that communicate findings and recommendations that drive leaders to take action on the results.

    -The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
