    Summary

    This position is located in the Architect of the Capitol, Acquisition and Material Management Division, Construction Contracts Branch and serves as a warranted Contract Specialist performing duties in connection with competitive bids, negotiated proposals and contractual agreements involving acquisition and programming of requirements, studies, design, major renovation, restoration, alteration, and repair and improvement to buildings and grounds.

    Responsibilities

    The AOC's office of Acquisitions and Material Management Division is seeking an experienced construction contract specialist who will perform a variety of duties involving pre- and post-award functions, reviewing requests for procurement of complex equipment and services, preparing solicitation documents, analyzing proposals, negotiating with potential contractors, performing cost and/or price analysis, administering contracts, preparing position on protests and closing out contracts. The position requires knowledge of contracting principles, laws, regulations and procedures applicable to pre-award and post-award actions sufficient to award and administer contracts. FAC-C, Level II and/or DAWIA Level II Certification is the minimum requirement, FAC-C, Level III and/or DAWIA Level III Certification must be obtained within 18 months of the hire date as a condition of employment.

    The Contract Specialist will serve as a principal contracting adviser for the Senate Buildings to the Chief, Construction Contracts Branch in the acquisition planning process, and may be assigned to other projects. The Contract Specialist will be responsible for preparation of acquisition plans, solicitation documents, pre-proposal conferences, source selections, proposal evaluation, negotiation and competitive range determination. And will conduct pre-proposal conferences to convey acquisition information to potential bidders; the media and other interested parties.

    Other specific responsibilities include:

    • Serves as contracting officer with a $10 million signatory authority to enter into contracts for acquisition of significant systems or programs.   
    • Plans, develops, and establishes the contractual strategy for the overall acquisition program. Develops pre-negotiation position and determines the type of contracts and negotiation authority to be used together with the justification.
    • Functions as principal during contract negotiations. Coordinates and apply advice from various areas of expertise such as technical departments, legal counsel, audit, and subordinate activities. Personally oversees and guides all negotiation and contract actions. This includes acting as the Chairperson of a cost evaluation team coordinating the efforts of cost analysts. Depending on the complexity and costs, may be acting in the capacity of the Source Selection Authority (SSA) if determined appropriate by the Chief, A/E and Construction Branch.
    • Negotiates with senior management personnel of major corporations. Participates as lead negotiator of multi-disciplined Government negotiation teams and directs the analysis of the team evaluations. Determines negotiation strategy to assure attainment of negotiation goals and arrive at an agreement determined to be in the best interests of the Government in both technical and cost areas. Directs debrief of unsuccessful bidders and responds to protests.
    • Must have exceptional oral and written communication skills in order to communicate with large groups and write coherent, compelling memorandums and/or white papers to interface with senior leadership, project executives, technical experts and Senate staff.
    • The Level II certification is required.

    Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years’ experience in contracting or related positions. At least one (1) year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.

    And

    A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.

    Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
     
    Candidates for the GS-13 grade level must have at least 52 weeks of specialized experience equivalent to the GS-12 grade level in the Federal service.

    Specialized experience for this position includes:

    (1) Performing pre-award and post-award functions; (2) Reviewing requests for procurement of complex equipment and services; (3) Preparing solicitation documents, analyzing proposals, negotiating with potential contractors; (4) Performing cost and/or price analysis; (5) Administering contracts, preparing positions on protests, and closing out contracts; and (6) Experience with Construction Contracts.

    Education

    A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

    NOTE: Education completed in foreign colleges or universities may be used to meet the requirements. However, to be creditable, foreign education must have been evaluated by an accredited institution recognized by the U.S. Department of Education.
