    This position is located in the Casper Field Office. The Casper Field Office manages approximately 1.4 million acres of BLM-administered surface land and 4.7 million acres of mineral estate. The area has a rich history and a variety of recreational opportunities.

    Responsibilities

    You will work primarily on Oil and Gas resource issues. You will coordinate authorization of oil and gas, geophysical, and other land use activities with other BLM Field Office staff, industry professionals, state and other federal agencies, and county and local governments and consultants. You will participate on interdisciplinary teams developing National Environmental Policy Act (NEPA) documents. You will ensure compliance with federal regulations and resolution of conflicting issues. You will inspect surface disturbing activity sites (i.e., oil and gas well pads, rights-of-way, geophysical projects) to ensure regulatory compliances, resource protection, site rehabilitation, etc.

    Physical Demands: The office work is sedentary and the field work involves walking and other vigorous work in all types of weather and terrain.

    Work Environment: Work is performed in three principle settings: an office; isolated locations; and inspection sites where protective equipment and safety precautions are required. Incumbent may be exposed to potentially dangerous situations related to oil and gas operations.

    This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related discipline OR courses equivalent to a major (at least 24 semester hours), as above, plus appropriate experience or additional education.

    You will need to clearly state your undergraduate/graduate degree(s) and submit your college transcripts or a listing of your college courses that includes hours and grades.

    Qualifications

    In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade (GS-09) of the position to be filled.

    To qualify at the GS-11 level applicants must meet the Basic Education Requirement AND have 1 year of specialized experience in natural resources work equivalent to the GS-9 level in the Federal service; OR have 3 years of graduate education leading to a Ph.D. degree in natural resource management or a directly related field; OR meet the Basic Education Requirement AND have a combination of specialized professional experience and second year graduate level education described above. Specialized experience for the GS-11 is defined as experience in at least 3 of the following 4 items: 1) applying a comprehensive surface protection and compliance program dealing with oil and gas development; 2) conducting reviews of permit applications for compliance with regulations; 3) providing guidance on surface protection and reclamation; and 4) providing technical guidance.

    You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

    This position and location are subject to Special Pay Rate Table 0710 for positions performing work directly involved in the oversight of oil and gas production. It includes a 35% supplement above the base General Schedule pay table. This supplement is reflected in the salary range posted in this vacancy announcement.

    If selected for this position, you will be required to complete a Confidential Financial Disclosure Report, OGE-450 within 30 days of reporting to duty. You will be required to provide this information annually.

    How You Will Be Evaluated

    Upon receipt of your complete application package, a review of your application will be made to ensure you meet the basic qualification requirements. Your rating will be based on your responses to the Job Specific Questionnaire and the information stated in your resume. If qualified, your score may range from 70-100 points. In addition, interviews may be conducted for this position. The interviews may be conducted on a pass/fail basis or may be scored. The job specific questions relate to the following knowledge, skills and abilities required to do the work of this position.

    * Knowledge of laws, rules, regulations and policies in the administration of fluid minerals to apply a wide range of resource concepts, principles and practices concerning mineral development.

    * Knowledge of reclamation practices; erosion control measures, slope stability, soil and vegetation relationships.

    * Ability to assess potential impacts upon the environment resulting from oil and gas operations and recognize deficiencies.

    * Ability to communicate effectively with a variety of resource specialists and industry groups.

    * Ability to use Geographic Information Systems (GIS) and databases and navigate with Global Positioning Systems (GPS).
