The purpose of this position is to provide technical expertise and guidance for all military personnel assigned in the state, and oversee the functions of one of the following human resource programs: Officer Personnel Management (OPM), Enlisted Personnel Management (EPM), Standard Installation and Division Personnel System (SIDPERS), or the Personnel Services Section.
(1) Serves as an advisor to commanders on assigned unit human resources (HR) program.
(2) Responsible for and oversees the direction of the EPM or OPM program and functions as the technical expert.
(3) Responsible for and oversees the direction of the SIDPERS program and functions as the technical expert.
(4) Responsible for and oversees the direction of the Personnel Services Section and functions as the technical expert.
(5) Accomplishes and oversees the accomplishment of technical support work in the program area assigned with the assistance of subordinate employees which may be Active Guard Reserve (AGR), full time Technician, or civilian.

- Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses. Acceptance of a Technician position MAY terminate these military incentives. - Relocation expenses will not be paid by the Government unless noted in the Announcement.
- Temporary technician appointed for 90 days or greater are eligible for Federal Employees Health Benefits (FEHB). Cannot be enrolled in TRICARE Reserve Select (TRS) per P.L. 109-364.
- Temporary technicians appointed for 90+ days are ELIGIBLE to enroll in the following programs: Flexible Spending Account (FSA), Long Term Health Care, and My Retirement Account.
- Temporary technicians are NOT ELIGIBLE for the following programs: Federal Employees Dental and Vision Plan (FEDVIP), Federal Employees Group Life Insurance (FEGLI), Thrift Savings Plan (TSP).

DESCRIPTION OF WORK: Positions in this series manage and direct personnel programs and execute combat support capabilities for the Army National Guard, Air National Guard, or agency directed joint missions in the core areas of Manpower, Personnel, and Services Programs. Human resources professionals advise and guide supervisors, managers and other staff employees through employment, training, evaluations, and other applicable business program elements. Human resources work involves managing functions and activities associated with personnel, education, mentoring, manpower resources, and organizational structures. It commands personnel and administrative units and serves as front line advisors in the design and operation of programs and administrative systems. The human resources work formulates doctrines, policies, and manages procedural systems for organizations and headquarters at all levels. It plans and develops refinements needed to ensure that these systems meet present and future National Guard personnel requirements during war and peace conditions. Human resources professionals are responsible for training programs conducted in professional development centers, schools, and units. The human resources business directs, plans, and develops the military and civilian personnel programs; operates the Enterprises Human Resources Information Systems; and, completes administrative tasks, program services, mortuary affairs, community activities, and public affairs. Human resources positions anticipate, plan, develop, and execute information systems to support the dynamic National Guard requirements. Human resources professionals formulate manpower and personnel doctrines and policies for military organizations and headquarters. Professional Human Resources supervisors, leaders, and specialists ensure combat support capabilities through the functions of organizational force development that builds and bridges communities with military families during mobilizations, deployments, and demobilization periods. Personnel work involves shaping and balancing the force; resourcing skill requirements; establishing personnel readiness and accountability reports; adapting and applying flexibilities; and engaging resilient plans and support systems to build and sustain combat readiness.
Must possess experience gained through military or civilian technical training schools, within the human resources business programs. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
Must possess at least 12 months of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Must have a basic knowledge and experiences of personnel programs gained in a classroom or as an on-the-job trainee. Have knowledge-based competency of human resources business elements and can discuss terminology, concepts, principles, and issues related to this competency. Experienced in using references and resource materials and experienced in program functions such as, maintaining personnel records, counseling, or classification and assignments. Experiences may include performing personnel functions associated with preparing and maintaining position descriptions and manual records, personnel classification or usage, quality force management, managing personnel records and researching record data. Experienced in operating a computer and using varied computer programs.
NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

WYOMING ARMY NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is a Title 32 Excepted Service Temporary Technician position that requires membership in a compatible military assignment in the Wyoming Army National Guard. Selectee will be required to wear the military uniform. Acceptance of a temp tech position constitutes concurrence with these requirements as a condition of employment. Applicants must currently be members in the Wyoming Army National Guard for consideration of employment.
TEMP TECH APPOINTMENT/TEMPORARY PROMOTION. Selected incumbent MAY receive a temporary appointment or a temporary promotion/reassignment.
