    The GS-13 Social Worker Supervisor serves as the Chief of Mental Health Social Work. The incumbent is responsible for planning, establishing, and implementing policies and procedures; developing individual or group goals and objectives as well as monitoring, operating, evaluating, coordinating and overseeing all the Social Work staff of the Mental Health Product Service Line.

    This is a non-bargaining Unit position.

    Responsibilities

    Duties include, but are not limited to:

    Supervising group of employees performing work at the GS-12/13 level and below, including advanced practice social workers and social work program coordinators. The incumbent provides administrative, technical, and clinical supervision necessary for accomplishing the work of the service.

    Performing the administrative and personnel management function relative to staff supervised. Incumbent will have established guidelines and performance expectations for staff, clearly communicated through the formal employee performance management system. Observing workers' performance; demonstrating and conducting work performance critiques. Providing informal feedback and periodically evaluating employee performance. Incumbent works to resolves informal complaints and grievances. Developing work improvement plans and recommending personnel actions as necessary. The supervisor provides advice and counsel to workers related to work and administrative matters. Invokes disciplinary measures as appropriate to the authority delegated in this area.

    Supervising employees to accomplish the work of the organization unit. Exercises supervisor authorities and responsibilities involving work assignment and review, as well as the administrative and personnel management functions relative to the staff supervised.

    Reviewing, monitoring, analyzing, planning and assessing of various programs. Responsible for key project activities related to the planning, development, and implementation of the project component. A substantial portion of the workload directed by this position will be carried out at one or more locations that are physically removed from the main unit under conditions that make day-to-day supervision difficult to administer.

    Qualifications

    Basic Requirements:
    • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
    • Education: Master's degree in social work from a school of social work fully accredited by the Council on Social Work Education (CWSE). Graduates of schools of social work that are in candidacy status do not meet this requirement until the school of social work is fully accredited. A doctoral degree in social work may not be substituted for the master's degree in social work. Verification of the degree can be made by going to the CSWE website.
    • Licensure: Must be licensed or certified by a state to independently practice social work at the Advanced Practice level.
    • English Language Proficiency: Must be proficient in spoken and written English.

    Grade Determinations:
    GS-13 Supervisory Social Worker. Supervisory Social Workers at the GS-13 grade level typically supervise a significant number of professional staff at the GS-12 grade, including advanced practice social workers and social worker program coordinators. They are responsible for the professional and administrative management of an area in a social work service, in a care line, or across multiple sites, e.g., multi-division facilities and CBOCs with a large number of supervisees at the GS-12 grade and below. They typically also provide direct clinical services.

    Individuals assigned as Supervisory Social Workers must be licensed or certified at the advanced practice level and must be able to provide supervision for subordinate staff to qualify for licensure. Their experience must demonstrate possession of advanced practice skills in a specialty area or in administration demonstrating progressively more professional competency and judgment. They may have certification or other post-master's degree training from a nationally recognized professional organization or university that includes a defined curriculum/course of study and internship, or equivalent supervised professional experience.

    In addition, the candidate must demonstrate the professional Knowledge, Skills, and Abilities (KSAs) outlined below:

    1. Ability to independently organize work, set priorities, and meet multiple deadlines.

    2. Knowledge and skill in management/administration, which includes supervision, consultation, negotiation, and monitoring.

    3. Ability to ensure provision of clinical social work services by supervised social workers.

    4. Ability to provide administrative supervision and clinical supervision, including supervision for social work licensure.

    Physical Requirements: Must be able to do light lifting/carrying, up to 15 pounds, bending and stooping, standing/sitting/walking for prolonged periods.
