Responsible for the overall coordination of the Field Office's recreation, visual resources and wilderness activities.
Provides overall technical guidance, assistance, innovative approaches and quality control for the Field Office's Recreation, (Management and Maintenance), Wilderness, and Visual Resource Management Programs.
Processes Special Recreation Use Permits for various recreation events, commercial, and competitive activities; completes appropriate NEPA documentation; supervises the events and performs compliance monitoring.
Participates on, and may lead as appropriate and necessary, interdisciplinary teams in Bureau planning and implementation.Prepares and/or coordinates NEPA documentation, CX's, EA's and ElS's, for Field Office planning efforts as necessary.
Assigns work schedules, directs work and generally oversees Field Office Park Ranger's activities and provides for their general support and safety. Directs the day-to-day work of junior employees and evaluates work from a performance perspective.
Occasional travel - Travel may be required to attend trainings, conferences, workshops, and/or field visits.

Physical Demands: The work is primarily sedentary. There may be some physical exertion such as walking; hiking; standing; bending; driving an automobile or off-highway vehicle; operating a small boat, etc.

In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
For GS-09: One year of specialized experience equivalent to at least the next lower grade level GS-07 in the federal service. Specialized experience at this level is defined as, but not limited to: experience collecting and interpreting recreation user data and monitoring recreation sites for required maintenance; coordinating with internal and external customers on policy relating to the Recreation and Wilderness programs; providing technical advice for the Recreation and Wilderness programs by participating on interdisciplinary teams completing required NEPA.
For GS-11: One year of specialized experience equivalent to at least the next lower grade level GS-09 in the federal service. Specialized experience at this level is defined as, but not limited to: experience coordinating the work of two seasonal employees, functioning as a subject matter expert in matters pertaining to recreation management, wilderness management, visual resource management and special recreation permits; providing technical advice for the Recreation and Wilderness programs by leading interdisciplinary teams completing required NEPA.
Substitution of Education for the Specialized Experience Requirement:
Graduate Education with a major study in outdoor recreation planning or a related field such as: sociology, forestry, landscape architecture, economics, biological science, park administration, earth science, natural resource management and conservation, civil engineering, urban planning, or recreation. Applicants who qualify on the basis of graduate work in related disciplines must have one or more courses in outdoor recreation.
For GS-09: 2 full years (36 semester hours) of progressively higher level graduate education leading to such a degree, LL.B. or J.D. if related, or master’s degree or equivalent graduate degree in an area(s) such as those listed above in Basic Education Requirement.
For GS-11: 3 full years (54 semester hours) of progressively higher level graduate education leading to such a degree, LL.M. if related, Ph.D. or equivalent doctoral degree in an area(s) such as those listed above in Basic Education Requirement.
Education and experience may be combined to meet the specialized experience requirement.
You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan, you must have completed a minimum of 52 weeks at the next lower grade level in the normal line of progression for the position being filled.

Reemployment Priority List (RPL): The RPL is the mechanism agencies use to give reemployment consideration to their former competitive service employees separated by a RIF or who have fully recovered from a compensable injury after more than one year. How You Will Be Evaluated

KSA 1: Knowledge of the functions, objectives and overall resource management responsibilities of the organization and understanding of multiple use management and potential resource conflicts.
KSA 2: Knowledge of professional level of the theories, concepts, principles, and methodologies applicable to extensive recreation inventory, planning, monitoring, and evaluation as they pertain to management of recreation use on public lands.
KSA 3: Knowledge of Federal land regulations, policies, procedures, environmental analysis and planning systems as they relate to the Recreation, Visual Resources, and Wilderness programs.
