- As a supervisory auditor, the incumbent will:
- Plan, organize, and manage a comprehensive audit program and supervise personnel assigned to an audit/investigative team.
- Provide administrative and technical oversight to subordinate auditors who evaluate allegations of grants and contracts funds misuse and conduct complex financial reviews.
- Interpret policies, meet objectives, and make recommendations resulting in precedents or resolving substantive technical and procedural audit-related problems.
- Plan, supervise, and implement audits by supervising subordinate auditors who evaluate allegations of funds misuse, develop audit plans, and ensure compliance with Generally Accepted Government Auditing Standards.
- Counsel subordinates regarding career potential and opportunities, and complete performance evaluations for subordinate employees.
- Hear and resolve complaints from employees and refer serious grievances and unresolved complaints to higher level management officials.
- Provide expert advice and programmatic support in the design, implementation, monitoring and evaluation of an audit program.
- Provide oversight, direction, guidance and advisory services to management officials regarding audits and reviews of NIH grantee institutions and NIH contractors.

QualificationsYou qualify at the GS-14 level, if you meet the following qualification requirements:
- A Bachelor or graduate degree in accounting or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing"); OR
- A combination of education and experience-at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge, plus one of the following: a. 24 semester hours in accounting or auditing courses of appropriate type or quality. This may include up to 6 hours of Business Law; or b. a certificate as Certified Public Accountant CPA or a certified internal auditor, obtained through written examination; or c. completion of the requirements for a bachelor's degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24 semester hour requirement of response A, provided that (a) you have successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least 2 higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in response A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: auditing aspects involved in the negotiation, administration, and termination of contracts, grants, and other cooperative agreements; determining the impact and/or potential impact on the organization of financial errors, and recommending avenues to alleviate violations and actions to ensure that violations do not reoccur in the future; determining material weaknesses that should be considered for program modification and revision to prevent further allegations of waste, fraud, mismanagement, and abuse; and, designing, implementing, monitoring, and evaluating audit programs.
