Utilizes wildland fire behavior knowledge and firefighting experience to direct ground and aviation resources to accomplish suppression goals. Utilizes knowledge of interagency policies and agreements to make efficient and effective use of multiple types of interagency wildland fire suppression resources with varying capabilities.
Provides protection for life, property, and resources. Select strategies and tactics to ensure safe operations for assigned resources. Recognize potential hazardous situations and provides operation briefings. Provides technical guidance for fuels, fire preparedness, prevention, fire suppression and related activities. Liaison for the coordination of fuels, fire management and planning activities with other agencies, institutions, groups, and individuals. Develop, acquire, and consolidate interagency data and ensure the quality of all data.
Physical Requirements: The work is normally sedentary. However, field work is evaluated as arduous and the duties include demands for strenuous activities in emergencies under adverse environmental conditions and over extended periods of time. The incumbent is faced with emergency situations at all hours and must respond quickly. The position may require long shifts or multi-day assignments under primitive living conditions during emergencies. During the fire season, extended fire assignments away from the unit may be required under very stressful conditions.
Work Environment: Office conditions require long periods of sitting, working with computers and general lifting, bending and reaching. Field conditions involve the employee being exposed to noise, dust, heat, weather, aircraft turbulence and the hazards of firefighting such as heat, smoke, and fire behavior. Protective clothing and equipment is required in hazardous environments. The incumbent must exercise a variety of safety practices and precautions for their own and others' well-being.
The physical demands of this position require sustained, arduous, physical exertion walking in varied topography and vegetative cover. Operates a motor vehicle in arduous conditions with exposure to extremes in climate and weater, steep mountainous terrain, loud noise, slippery or loose foooting, rolling objects, dustry, dry, or wet conditions.
Incumbent is subject to a medical examination and must pass the work capacity test for arduous positions.
Must possess a valid state drivers license.

The Fire Management Specialist falls under the Group qualification standards for Professional and Scientific positions in conjunction with the Individual Occupational Requirements for the Natural Resources and Biological Sciences standard, Series 0401.
Basic Education Requirements: Degree: Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position; OR a combination of education and experience, courses equivalent to a major, as shown, plus appropriate experience or additional education.
In addition to the Basic Education requirement to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.
Specialized Experience:
For GS-09: One (1) year of specialized experience, equivalent to at least the next lower grade level (GS-07) in the federal service. Examples of specialized experience is further defined as experience understanding effects of cultural and natural resources to include developing fire management plans to ensure plan objectives can be met from a fire management standpoint; conducting field inspections before and/or after prescribed fires or wildland fires to determine if objectives have been met; experience with inventory methods and procedures, fuel treatment methods and programming, evaluating prescribed and evaluating prescribed fire plans; analyzing and applying fire management strategies; AND experience in at least four (4) of the following activities: mobilization and dispatch coordination, fire prevention, training, logistics, equipment development and deployment, fire communication systems, suppression and preparedness, or fire management plans to ensure containment is possible and identify contingencies if containment is not obtained; OR meet the basic education requirement and 2 years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree in biological sciences or a directly related field; OR a combination of education and experience.
For GS-11: One (1) year of specialized experience, equivalent to at least the next lower grade level (GS-09) in the federal service. Examples of specialized experience is further defined as experience reviewing and evaluating fire management plans for ecological soundness and technical adequacy, conducting field inspections before and after prescribed or wildland fires to determine if objectives were achieved and/or evaluate the effectiveness of actions taken; develop analyses on the ecological role of fire and its use and/or exclusion, and smoke management. In addition, experience must include prescribed fire/fuels management OR fire management operations 1. Prescribed fire/fuels management: experience in a broad range of activities such as inventory methods and procedures, fuel treatment methods and programming, land use planning and environmental coordination, evaluating prescribed burn plans. 2. Fire management operations: analyzing and applying fire management strategies; AND experience in at least five (5) of the following: mobilization and dispatch coordination, fire prevention and education, training, logistics, equipment development and deployment, fire communication systems, suppression and preparedness, aviation. OR meet the basic education requirement AND 3 years of graduate education leading to a Ph.D. degree in the field of natural resource management, biological sciences or directly related field; OR a combination of experience and education.
Selective Factors:
For GS-09: Must have held or currently hold ONE of the following NWCG qualifications or higher: Incident Commander Type 3 (ICT3), or Prescribed Burn Boss Type 2 (RXB2), AND ust have held or currently hold NWCG qualifaction Task Force Leader (TFLD) or higher.
For GS-11: Must have held or currently hold ONE of the following NWCG qualifications or higher: Incident Commander Type 3 (ICT3), or Prescribed Burn Boss Type 2 (RXB2), AND must have held or currently hold NWCG qualification Division Supervisor (DIVS) or higher.
Must provide a copy of IQCS master record or equivalent documentation.
Must have a minimum of 90 days of Wildland firefighting experience gained through containment, control, suppression, or use of wildfire fire. Wildland fire is defined as any non-structure fire that occurs in the Wildland. The two types of Wildland fire are wildfire and prescribed fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days.
