WHAT DOES A MANAGEMENT AND/OR PROGRAM ANALYST DO? Management and Program Analysts serve as staff analysts and advisors to management on the effectiveness and efficiency of assigned program operations. The programs are complex and involve and impact multiple Internal Revenue Service (IRS) locations and/or organizations. Management and Program Analysts are responsible for the full range of staff program responsibility including analysis, development, planning, testing, implementation, administration, evaluation and reporting of assigned major programs.

GS-13 LEVEL:
You must have 1 year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: demonstrated extensive knowledge of a wide range of evaluative and analytical methods and techniques and management and organizational techniques, systems, and procedures to apply to programs, projects and studies concerning the efficiency and effectiveness of operations and means to improve them; Experience working with operational programs, work processes and related activities to identify actual or potential problem areas, trends and deficiencies; Experience leading special projects, working with management tools and techniques to plan, schedule, implement, closeout, and evaluate complex multifaceted budgetary projects and studies. Your experience must include knowledge of budgeting methods and techniques to prepare analyses and estimates; Knowledge and skill in oral communication necessary to present findings to management, deliver briefings, and negotiate solutions to disputed recommendations, as well as written communication to prepare project papers, budgetary reports, manuals, and directives.
-The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis.
