    Responsibilities

    This Economist position is located in the Coordination & Analysis Division, Economic Analysis Branch, within Policy, Plans and Engagement (PP&E), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be part of a team that focuses on TSA rulemakings and policy making, that require economic analysis concepts, methodologies, and theories to develop cost-benefit analyses. Typical assignments include but are not limited to:

    • Conducting research of economic phenomena, analyzing economic data and preparing interpretive reports.
    • Providing assurance that TSA has rulemakings that comply with Presidential Executive Orders 12866 and 13563 to “assess all costs and benefits of available regulatory alternatives and, if regulation is needed, to select regulatory approaches that maximize net benefits” and “quantify both costs and benefits of harmonizing rules”.
    • Researching and preparing cost-benefit analysis related to the TSA regulatory program.
    • Developing written reports and comments on regulatory impact analysis, and economic burden estimates for the Notice of Proposed Rule Making (NPRM), and the preamble developed by the TSA Chief Counsel (CC).
    • Developing reports and providing comments on economic impact analysis of transportation security policies, security directives and security amendments, typically to develop cost-benefit analyses.
    • Informing supervisor and other stakeholders on issues regarding the economic assessment or policy analysis.

    The major duties described above reflect the full performance level of this position. Typically, the lower pay band (H Band) performs the same duties but will receive more guidance and training; and/or projects/work assignments may be less complex.

    Qualifications

    In addition to the Basic Requirements outlined under education requirements, to qualify for the SV-H Pay Band (equivalent to GS-12), you must have one year of specialized experience at the SV-G or GS-11 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:

    • Applying analytical and research techniques (e.g., cost-benefit analysis, cost effectiveness analysis, risk analysis, econometrics, mathematical economics, etc.) to determine impact to agency or organization policies and processes; AND
    • Presenting analysis and providing recommendations at meetings, external events, and other forums to communicate economic impact.

    In addition to the Basic Requirements outlined under education requirements, to qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as:

    • Applying analytical and research techniques (e.g., cost-benefit analysis, cost effectiveness analysis, risk analysis, econometrics, mathematical economics, etc.) to determine impact to agency or organization policies and processes; AND
    • Evaluating and formulating economic analysis on proposed regulations and standards according to criteria set forth in government regulations (e.g. OMB Circular A-4); AND
    • Preparing briefings, analyses, recommendations and summary reports for use at meetings, external events, and other forums to communicate economic impact.


    NOTE: Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime.

    National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

    BASIC REQUIREMENTS: For this position, you must meet one of the below requirements (A or B) for consideration in the SV-110 occupational series.

    A) Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a Bachelor’s or higher degree in Economics that included at least 21 semester hours in Economics and 3 semester hours in Statistics, Accounting, or Calculus.

    OR B) Combinations of Education and Experience: A combination of successfully completed post-high school education and experience: courses equivalent to a Bachelor’s degree or higher with a major in Economics, as shown in A above, plus appropriate experience or additional education.

    Evaluation of Experience

    Examples of qualifying experience include:

    1. Individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation;
    2. Supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or
    3. Teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.
