    The Office of Aviation Safety (AVS) serves as a leader and model for safety worldwide. Our mission is to provide the safest, most efficient aerospace system in the world.

    The Program Manager position will be with the Associate Administrator for Aviation Safety, AVS, Unmanned Aircraft Systems Integration Office (AUS). Safety & Integration Division, AUS-400, Program & Data Management Branch, AUS-410.

    Responsibilities

    This position serves as a Program Manager in the Unmanned Aircraft Systems (UAS) Integration Office. Performs multiple, varying, and complex assignments under the minimal direction of a manager, project/program manager, team leader, or more experienced professional. Provides guidance to other divisions, regional offices, federal agencies, and the overall aviation community on the implementation and integration of new and emerging UAS technologies, and advises on the application of agency policies and standards.

    Applies experience and comprehensive knowledge applicable to his/her discipline to contribute to managing projects/programs. Participates in multi-organizational teams from across the FAA and representatives from industry partners, to explore and develop the means to safely integrate UAS operations into the national airspace (NAS) with national and global implications. Provides guidance and instruction, internally and externally, to address diverse issues which often cross multiple disciplines, projects/programs, or functional areas that impact the accomplishment of the initiative’s objectives. Develops and recommends improvements to systems and/or processes to improve efficiency.

    Works across lines of business and applies knowledge of the NAS, UAS technology, regulations and policy to support the development of solutions that meet UAS integration goals. Serves as an advocate for the development of regulations, policies, and operating practices, which govern UAS operations and the safe integration of UAS into the NAS. Considers sensitive interconnections between public, business, and government interests and collaborates with all three groups; facilitates communication and builds broad support for implementation of solutions.

    Tracks progress of actions and ensures full coordination of replies and organization positions. Analyzes problems and other issues to determine the best and most appropriate course of action. Collaborates with management to develop, analyze, evaluate, and review projects relating to improving the effectiveness of work methods and procedures and other administrative issues. Works with management and/or team leader to solve problems.

    Develops plans, techniques, and policies to meet program objectives. Anticipates potential issues and proposes recommendations for preventive action. Regularly communicates with management facilitating effective decision making and coordinating cross-organizational efforts.

    If selected for the FV-J, in addition to the above, your duties will also include:

    Acts as principal specialist managing projects under the Partnership for Safety Plan (PSP) Program. Leads multi-organizational teams from across the FAA and representatives from industry partners, to explore and develop the means to safely integrate UAS operations into the national airspace (NAS) with national and global implications. Provides expert guidance, knowledge, and instruction, internally and externally, to address diverse, complex issues which often cross multiple disciplines, projects/programs, or functional areas that impact the accomplishment of the initiative's objectives. Provides effective leadership and uses interpersonal, analytical, communication, and persuasive skills to achieve results.

    Initiates action to meet internal and external suspense actions; tracks progress of such actions; and ensures full coordination of replies and organization positions. Analyzes problems and other issues to determine the best and most appropriate course of action. Collaborates with management to develop, analyze, evaluate, and review projects relating to improving the effectiveness of work methods and procedures and other administrative issues. Keeps management informed of critical developments and provides expert advice regarding administrative aspects of various problems or situations that may arise.

    To qualify for this position at the FV-I you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-H, FG/GS-12 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Specialized experience may include but not limited to: Experience managing multiple ongoing projects and work activities in accordance with milestones and goals, providing analysis, technical evaluation, recommendations and operating practices in relation to aviation regulations, National Airspace System (NAS) operations, and unmanned aircraft.

    To qualify for this position at the FV-J you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-I, FG/GS-13 in the Federal Service. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

    Specialized experience may include but not limited to: Experience leading and managing the development and execution of large and complex projects within tight deadlines and changing priorities, providing analysis, technical evaluation, recommendations and operating practices in relation to aviation regulations, National Airspace System (NAS) operations, and unmanned aircraft.
