    Responsibilities

    The individual selected for this position will:

    • Serve as Chief of the Strategic Data, Information, and Records Transport Division. The incumbent exercises full-delegated technical and administrative responsibility and authority to accomplish the division's mission. The Division Manager is responsible for the asset management program, mail management program, records management program, and strategic data program.  
    • Plan, prioritize, and assign work; collaborates with peers and subordinates to assure effective services within and outside USPTO; and establishes timelines for program elements compatible with OCAO/OAS planning objectives.
    • Manage and oversee the development and revision of policies, procedures, and other internal guidelines to eliminate work problems or barriers to mission accomplishments.
    • Propose establishment and review of performance objectives and metrics in support of OAS strategic plans; and coordinates a continuous program review to assess progress and effectiveness of the organization in relation to strategic objectives, budgetary limitations, schedules, and organizational priorities.
    • Establish, develop, and maintain effective working relationships with key USPTO officials, managers, and supervisors. Represents  SDIRTD in meetings with higher-level officials within OCAO and USPTO and with contractor organizations.

    Qualifications

    You must meet the following United States Office of Personnel Management's (OPM) qualification requirements for the advertised position. OPM's prescribed Group Coverage Qualification Standard for Administrative and Management positions can be found at: 0343 Series. You must meet all qualification requirements including time-in-grade (refer to 5 CFR 300.604 for more information on time-in-grade) by the closing date of the job announcement.

    Specialized Experience:is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service.

    Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the GS-13 grade level in the Federal service.

    Specialized experience for this position includes:

    Skill Set 1 - Experience directly supervising, or managing, staff members to include setting priorities, planning work to be completed by subordinates and evaluating performance.

    Skill Set 2 - Experience conceiving, initiating, monitoring, leading and/or conducting critical projects and studies impacting accomplishment of organizational missions.

    Skill Set 3 - Experience providing oversight of management services and resources (i.e. mail services, control of assets, strategic data analytics, program funding, fiscal resources) impacting accomplishment of organizational missions.

    Skill Set 4 - Experience developing and implementing annual, multi-year, and long range work plans to ensure organizational goals and objectives are met (i.e. performance objectives, budgetary limitations, schedules, organizational priorities, identifying problems, corrective action plans).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).  Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

    Relocation Expenses are not authorized and will not be paid.

    KSA 4 - Skill in effectively communicating orally and in writing with a wide variety of internal and external audiences (i.e. peers, subordinate employees, senior officials, managerial groups) to persuasively present information in a logical, analytical, authoritative, and comprehensive manner.

    Your responses to the self assessment questions serve as the basis for your initial rating. You will receive a numerical score based on your responses to these questions.
