The incumbent of this position serves as Associate Commissioner for Employment and Unemployment Statistics. The Associate Commissioner has primary responsibility for directing and managing the Bureau's programs of data collection, analysis, and dissemination of information on the Nation's labor force, employment, and unemployment; National, State and area employment, hours and earnings; occupational employment statistics; employment and wages of employees covered by State unemployment insurance laws; and States’ and areas’ labor forces, employment, and unemployment. The primary sources of data for which the incumbent is responsible are the data obtained from the Current Population Survey (CPS) conducted by the Bureau of the Census, the quarterly data obtained from states for the Quarterly Census of Employment and Wages, which is the universe of nearly all establishments in the U.S., the establishment surveys and the labor statistics programs conducted as cooperative Federal/State programs, and other surveys. A variety of data from other sources, including the Census of Population and social security and unemployment insurance administrative records, are compiled and analyzed by staff under the incumbent’s direction.
Participates with the Commissioner in planning, developing, and directing Bureau programs of data collection, research, and analysis and provides advice on matters concerning structure and trends in employment and unemployment.
Serves as a member of the Bureau's executive staff, with responsibility for broad policy decisions on the Bureau's programs covering the labor force, employment, and unemployment; employment in nonagricultural establishments; hours and earnings of workers; employment and wages of employees covered by unemployment insurance laws; employment by occupation and industry; local-area employment and unemployment; job openings and labor turnover; and other surveys.
Represents the Department of Labor and the Bureau in hearings before the Joint Economic Committee of Congress and other Congressional Committees interested in labor force behavior and the condition of the economy, as well as in conferences with other Federal agencies, leaders of industry, labor, and scholars in research and academic institutions.
Reviews and approves reports and publications developed in the Office, or in other areas of the Bureau, that present problems of policy or presentation. Provides direction in regard to technical standards, analysis and interpretation of data, and adherence to Bureau policy.
The Department of Labor does not recognize academic degrees from schools that are not accredited by an accrediting institution recognized by the Department of Education. Candidates must possess technical and management experience and have developed the knowledge and skills required for effective performance of the specific duties of the position. Candidates must have had experience at a major management level (normally equivalent to the GS-15 level in the federal service). 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc.
The MTQ's are:
1. Comprehensive and authoritative knowledge of survey and other methods for producing labor market data.
2. Demonstrated ability to objectively analyze and explain labor market data and their limitations to policy makers, the media, and other interested parties.
3. Demonstrated ability to lead major organizational change in a challenging environment, including through collaboration with other senior managers to identify the need and set the direction for change.
Degree: economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus or combination of education and experience: courses equivalent to a major in economics, as shown above, plus appropriate experience or additional education.
OR
Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
