    This National Guard position is for an IT SPECIALIST (SYSADMIN), Position Description Number D1618000 and is part of the PA United States Property and Fiscal Office, National Guard.

    This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard.

    Responsibilities

    As an IT Specialist (SYSADMIN), GS-2210-11, you will develop, modify, and test overall system backup and recovery strategies for assigned systems. Serve as a technical focal point for the installation and configuration of hardware and software on personal computers and for personal data assistants associated with assigned systems. Serve as a systems administrator responsible for planning, coordinating, modifying, implementing, and troubleshooting in order to meet customer needs. Serve as a technical focal point on multiple operating systems and computer platforms. Analyze, evaluate, and recommend hardware/software changes to various computer systems. Develop guidelines, standard operating procedures (SOPs), bulletins and flyers regarding the operation/use of assigned C4 systems, services, and activities. Implement systems software changes, operating system releases and maintain the operational status of systems. Perform security management in accordance with National Guard Bureau (NGB) regulations and state policies. Implement state policy relating to systems storage requirements. Provide input to the state Continuity of Operation Plan (COOP) procedures for system disaster recovery. Troubleshoot problems and implement changes on multiple computer platforms. Plan and schedule the installation of new or modified hardware, operating systems, and software applications. Perform other duties as assigned.

    • NATIONAL GUARD MEMBERSHIP IS REQUIRED. If you are not sure you are eligible for military membership, please contact a National Guard recruiter prior to applying for this position.
    • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
    • Selectee will be required to wear the military uniform.
    • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
    • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.
    • Males born after 31 December 1959 must be registered for Selective Service.

    • Participation in direct deposit is mandatory.

    Category 1: Qualified, currently employed Title 32 Federal Technicians working at the location specified in the job announcement.
    Category 2: Qualified, currently employed Title 32 Federal Technicians of the Pennsylvania National Guard. (Army and/or Air).
    Category 3: Qualified, currently employed Federal Employees (T5) or Federal Technicians (T32) within the Pennsylvania National Guard (Army and/or Air).
    Category 4: Qualified, current members of the Pennsylvania National Guard. (Army and/or Air).
    Category 5: Individuals who are currently serving in another branch of service willing to become members of the Pennsylvania National Guard.

    Assignment to a compatible military position is not required for application, but will be required if selected for appointment.

    GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

    SPECIALIZED EXPERIENCE: Application must indicate at least 36 months experience, education, or training that approaches techniques and requirements appropriate to an assigned computer applications area or computer specialty area in an organization. Experience planning the sequence of actions necessary to accomplish the assignment where this entailed coordination with others outside the organizational unit and development of project controls. Experience that required adaptations of guidelines or precedents to meet the needs of the assignment. Experience preparing documentation on cost/benefit studies where is involved summarizing the material and organizing it in a logical fashion.

    KNOWLEDGE, SKILLS, AND COMPETENCIES: Applicants who meet the eligibility requirements will be further evaluated by the nominating supervisor based on the following competencies considered essential to perform the duties and responsibilities of the position.

    - Knowledge of a variety of operating systems (ex. Windows NT, Windows 2000, Windows XP, Unix etc.) on desktop and server.

    - Knowledge of project management techniques and tools sufficient to provide technical guidance on the implementation of emerging technologies.

    - Ability to lead team members assigned to one or more locations in the state.

    - Knowledge of the principles and methods used for planning and managing the implementation, update, and integration of information system components

    QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.

    SPECIAL NOTE: Per the Labor Relations Management Agreement if there are more than 15 qualified applicants for each position, by category, a KSA board will be convened in accordance with Section 17.8 of the LMRA.

    PCS STATEMENT: PERMANENT CHANGE OF STATION COSTS WILL NOT BE PAID FOR THIS POSITION.

    Education

    Substitution of Education for Specialized Experience:

    At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree.

    Major study-computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
