    The incumbent serves as a Management Analyst under the supervision of the Chief Operating Officer and plays a crucial role finding solutions for improving operations and business processes in order to increase efficiency and maximize agency impact.

    Responsibilities

    • Provides strategic and day-to-day oversight and management of IAF administrative support service programs such as human resources (HR), facilities, general services, and commercial service contracts.
    • Serves as a Contracting Officer Representative (COR), providing technical and administrative leadership on assigned agency-wide and specialized contracts.
    • Conducts complex research and investigation into new or improved business and management practices for application to agency programs or operations.
    • Coordinates and prepares recurring and special administrative reports related to assigned program areas.

    Qualifications

    Applicants must meet the following specialized experience requirements, education, or a combination of education and experience listed below.

    Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that which is typically in or related to the position to be filled.

    GS-09 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-07 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of the position.

    Specialized experience at the GS-09 level for this position includes, but is not limited to: experience assisting senior analysts in the management of business projects that support organizational operations; experience gathering, analyzing, and evaluating information; assisting in the analysis and evaluation of operational functions; experience evaluating business and management practices to improve organizational efficiencies; and experience performing administrative tasks in support of procurement and contract management.

    GS-11 Qualifications: Must possess one year of specialized experience equivalent to at least the GS-09 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.

    Specialized experience at the GS-11 level for this position includes, but is not limited to: experience as a Contract Officer Representative that demonstrates an ability to: prepare technical requirements and criteria for a segment or phase of a broader project or study; experience using conventional techniques to gather, assemble, and analyze facts, draw conclusions, and devise alternatives; experience preparing draft reports and other substantive guidelines and materials; experience recommending alternatives and/or changes in methods, processes, and techniques to improve program and administrative procedures; and experience performing operational reviews, program evaluations and guidelines pertaining to the effectiveness of line program operations.

    Education or a combination of education and experience may substitute for the specialized experience requirement:

    GS-9: A master's degree or equivalent degree or two full years of progressively higher level education leading lo such a degree, or an LL.B or J.D., if related. Such education must demonstrate the knowledge, skills and abilities necessary to perform the duties of the position.

    GS-11: A Ph. D or equivalent doctoral degree, or three full years of progressively higher level graduate studies leading to such a degree or LL.M, if related. Such education must demonstrate the knowledge, skills, and abilities necessary to perform the duties of the position.

    A written test is not required.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    Telework Suitability:

    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.
