    About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is with the Headquarters, Department of the Army, Office of the Deputy Chief of Staff, G-2, located at the Pentagon, Arlington, VA.

    Responsibilities

    • Serve as Supervisory Foreign Liaison Specialist/Deputy Director.
    • Advise the Director on all aspects of foreign liaison missions and operations and ensure continuity of operations and consistency of policies during regular rotations of the military director.
    • Review, evaluate and direct support for distinguished foreign visits to Headquarters Department of the Army.
    • Manage foreign protocol support to all HQDA staff principals.
    • Review, evaluate and direct administrative support, policy oversight, and strategic communications with all foreign military attach?s accredited to the U.S. Army.
    • Support the Army to provide trained and ready Army officers to serve as Defense and/or Army Attach?s in the Defense Attach? Service.
    • Perform overall personnel management and administration for the directorate and rates all civilian personnel.
    • Utilize extensive knowledge of and experience in supervision of military and civilian personnel at professional, administrative, technical, and clerical levels, and executive management of contracted professional disciplines.

    • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
    • Two year trial/probationary period may be required.
    • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
    • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI) on a pre-appointment and periodic basis.
    • Temporary Duty Travel may consist of 10%, with additional travel within the metropolitan Washington DC area for the performance of duty and training.

    Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

    In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.     To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job.

    Specialized experience is defined as experience which includes experience advising senior leaders on U.S. foreign relations and defense policies; managing all aspects of visits of foreign dignitaries; and administering a program dealing with Military Attachés.

    Note: Creditable experience may include military experience, experience gained in the private sector, or experience gained in another government agency so long as it was at a level at least equivalent to the next lower grade in the series.

    This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GG/GS-14).

    Education
