    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a Safety Specialist, Position Description Number D0695000 and is part of the WY Training Center Command, National Guard.

    Responsibilities

    This position is located in the Army National Guard (ARNG) STARC Headquarters, Aviation and Safety Office (Model A) / Safety and Occupational Health Office (Model B), Ground Safety Section. The purpose of this position is to provide guidance, recommendations and assistance to supervisors and employees regarding established safety methods and techniques.

    (1) Implements plans, policies and procedures to comply with DOD, DA, OSHA and NGB safety regulations and directives.
    (2) Plans and conducts periodic and unscheduled surveys and inspections of all ARNG facilities including ammunition storage, warehouse, and equipment maintenance facilities, to determine compliance with OSHA standards.
    (3) Serves as a technical representative to State Safety Councils and Committees.
    (4) Evaluates the effectiveness of organizational safety programs through activity visits.
    (5) Coordinates with operating activities to provide safety training, and ensures safety awareness throughout the ARNG.

    Open to US Army, Army Reserves, and Army Nat'l Guard military mbrs only
    Must be assessed into WY ARNG before appt. May take up to 120 days.
    Must become a member of the Wyoming Army Nat'l Guard before appt.
    Must submit ORB or DA Fm 2-1 and Transcripts
    Provide last OER, PAA Summary or Ltr of Recommendation in lieu of.
    Warrants not assigned to WYARNG must submit NGB Fm 62E

    EMPLOYMENT CONDITIONS:
    Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
    The Selected applicant must complete an "I-9, Employment Verification", "OF-306, Declaration of Federal Employment", and a "Declaration of Relatives in the Wyoming Military Department" prior to the appointment date.
    Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
    Acceptance of a Technician position will terminate these military incentives.
    Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive
    Program (SRIP) and TRICARE Reserve Select (TRS).
    Relocation expenses will not be paid by the Government unless noted in the Announcement.
    Military Technicians in the excepted service will wear the appropriate uniform while performing as a
    Technician.
    Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).

    DESCRIPTION OF WORK: Occupational Series GS-0018, Safety and Occupational Health, determines methods and procedures for controlling or eliminating hazards. It covers work in planning and executing formal investigations of reportable and non-reportable mishaps involving personal injury accidents, property damage, and cases of occupational illnesses that cover a wide range of work operations and conditions related to explosives systems, missile systems and/or weapons ranges. The work directs the development of specialized operating practices that modify or, when necessary based on interpretation of policies, standards, and regulations applicable to weapons/explosives safety, significantly depart from standard techniques. The Series encompasses the reviews of plans and specifications for new construction, major building alterations, and/or changes in installation equipment; and, monitors the project through completion to ensure compliance with safety codes and standards. The work involves technical safety training and instruction to supervisors, technicians, and unit safety representatives on topics such as, proper handling and storage of weapons and explosives, traffic safety techniques, proper storage of hazardous materials, common laboratory hazards and building evacuation procedures.

    GENERAL EXPERIENCE: Must possess a minimum of one year on-the-job experience in the grade immediately below the GS-11 level, and must be certified at the GS-11 level before being eligible.

    SPECIALIZED EXPERIENCE:
    Must possess at least 12 months experience showing the applicant performed periodic/unscheduled inspections of base facilities, warehouses, and equipment maintenance operations and evaluated compliance with applicable regulations and hazard system. Recommended measures and methods to correct safety and occupational health deficiencies. Participated in planning for testing of munitions, and assured integration of explosive safety criteria in testing procedures. Reviewed test implementation directives for inclusion of appropriate safety criteria. Prepared supplements to regulations and manuals for aircraft weapons safety and developed local regulations defining applicable mishap prevention procedures.

    NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.

    MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.

    Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified. For example, successful completion of a full four-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of subjects such as safety, fire prevention, industrial hygiene, or other directly related subjects is considered qualifying for the GS-05 level.
