As a IT Project Manager, you will serve as the project manager for multiple projects to provide support services to organizations that use the tools and services offered by the Electronic Capital Planning and investment Control (ECPIC) Project Management office.
The Office of Information, Integrity, and Access works closely with OMB, the Federal Chief Information Officer (CIO) Council, and other agencies to facilitate the government-wide implementation of technology policy, initiatives, and legislation.
We are currently filling one vacancy, but additional vacancies may be filled in this or other GSA organizations with the same commuting area.
Major Duties include the following:
Develops and manages IT projects including complex annual financial plans outlining program income and expenses (forecasts and actual) capital cash outlay, and cash flow. Utilize agile software development methodologies and user centric design to deliver application functionality to member agency and users.
- Monitors and assesses the performance of contractors in meeting both technical and administrative contractual requirements to approve progression to the next development stage, adjustment of funds, and completion of projects.
- Leads meetings (e.g. Kick-off Meetings, Program Management Reviews, In-Progress Reviews, etc. ) and makes high quality presentations to participating agencies and prospective agencies within the Federal community on all aspects of the project.
Occasional travel - Occasional Travel may be authorized to attend training and or conferences.

The GS-14 salary range starts at $114,590.00 per year.
If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.
To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience leading or managing a project to develop, modernize, or enhance an enterprise level system, infrastructure, or information management program. Such experience must demonstrate knowledge and application of current developments and trends in IT concepts and technology.
In addition to the specialized experience described above, you must have IT-related experience in each of the following four competencies listed below which must be supported by the information contained in your resume and other application materials.
- Attention to Detail - This skill is generally demonstrated by assignments where the applicant investigates and evaluates state of the art technology of the industry.
- Customer Service - This skill is generally demonstrated by assignments where the applicant confers with users to evaluate the effectiveness of, or identify the need for, computer programs or management systems.
- Oral Communication - This skill is generally demonstrated by assignments where the applicant persuades others to take a particular course of action or to accept findings, recommendations, changes, or alternative viewpoints.
- Problem Solving - skill is generally demonstrated by assignments where the applicant identifies and accommodates technology and resource constraints.

How You Will Be Evaluated
We will use a method called Category Rating to assess your application. Here’s how it will work:
- You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:
Skill in applying, advanced IT principles, concepts, methods, standards, and practices. 1A.Skill in using e-CPIC or Folio applications or equivalent to direct the proper execution of agile software development and related system life cycle processes.
Knowledge of the principles, methods, or tools for developing, scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work and contractor performance.
- Skill in interpersonal communications.
- Your answers to the questions will be used to place you in one of three categories: Best Qualified, Well Qualified, or Qualified.
- We will verify your answers to the questions in your resume. If your resume doesn’t support your answers, we may lower your score, which could place you in a lower category.
- Within each category, veterans will receive selection priority over non-veterans.
