The incumbent of this position serves as subject matter expert and manages the retirement and benefits/payroll programs (Federal Employees Retirement System, the Civil Service Retirement System, Thrift Savings Plan, Federal Employees Health Benefits Program, Federal Employees Dental/ Vision Insurance Program, Federal Group Life Insurance Program, Workers' Compensation Program Information, long term care program, flexible spending, Time and Attendance, and related programs). Provides guidance, consultation, and assistance to employees, managers, annuitants, eligible family members, former employees, survivors, and beneficiaries regarding benefits under these programs.
Identifies and resolves difficult employee benefits/payroll and retirement problems and issues. Develops and/or analyzes and interprets new or revised regulations, technical letters, policies, procedures, and other guidelines relating to employee benefits programs. Researches and interprets complex and controversial policies, regulatory guides, and laws.
Writes internal operating procedures and policies related to all employee benefits programs. Develops and conducts training and orientation briefings for employees on employee benefits. Conducts research to determine retrospective payment and corrections that extend over a period of many years, involving previous laws, rules, regulations, and systems that require an understanding of the payroll process and records.
Analyzes payroll records, works with personnel staff, NFC processing, and other entities to identify and correct deficiencies in the systems. Serves as the WebTA expert with the National Finance Center. Monitors Leave Transfer Program, reviews cases for tax levies, performs salary garnishments for court cases such as child support, alimony, loans, bills, etc. Oversees the analysis, review, and reconstruction of retirement card information.

Specialized Experience: Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-11 in the Federal service. For this position, specialized experience includes the following: For GS-12: Specialized experience includes the following:
- serving as a technical expert of employee benefits program;
- administering an agency/company retirement and benefits program and providing advice to management and employees;
- developing agency/company guidance documents and procedures related to benefits; and
- operating an automated personnel/payroll system and its range of capabilities and technical requirements or serve as a technical expert on payroll issues, new pay legislation, GAO payroll regulations, Comptroller general’s decisions, and National Finance Center operating procedures.
