    DHRA's mission is to provide program support, information management, and administrative services to the DoD Components on human resource matters and to collect, archive and provide management information, research and analysis of human resources and other related functional area databases for the DoD.

    Responsibilities

    As an IT Specialist (Appsw) at the GS-2210-9/11/12 some of your typical work assignments may include:

    • Incumbent applies systems analysis principles and techniques and process engineering concepts to accurately represent customer requirements.
    • Incumbent is considered a full stack engineer and applies knowledge of new IT technologies, systems, design methodologies and coding standards to develop or improve software solutions.
    • Provides technical, analytical, managerial guidance and monitors contract performance on DMDC programs.
    • Incumbent develops and interprets policies, procedures, and strategies governing the planning and delivery of services throughout the agency.
    • Incumbent conducts critical negotiations with management to accept and recommendations where proposals involve substantial agency resources.

    Qualifications

    You may qualify at the GS-09 grade level, if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-07 grade level in the Federal service:
    • Uses Java software programming language, algorithms and design principles.
    • Participates in defining requirements for a project and establishing scalable architectures; OR
    B. Possess a Master's Degree or equivalent graduate degree in the field of Information Technology or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree (transcripts required).

    You may qualify at the GS-11 grade level, if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-09 grade level in the Federal service:
    • Participates in the software development process, by designing, developing, troubleshooting, and/or maintaining software code and solutions.
    • Uses Java software programming language, algorithms and design principles; OR
    B. Possess a Possess a Ph.D. or equivalent doctoral degree in the field of Information Technology or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree (transcripts required).

    You may qualify at the GS-12 grade level, if you fulfill the following qualifications:

    A. One year of specialized experience equivalent to the GS-11 grade level in the Federal service:
    • Participates in the software development process, by designing, developing, troubleshooting, and/or maintaining software code and solutions.
    • Uses Java software programming language, algorithms and design principles.
    • Participates in defining requirements for a project and establishing scalable architectures.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Individuals must have IT-related experience demonstrating each of the four competencies listed below:
    Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

    Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    Substitution of education may not be used in lieu of specialized experience for the GS-12.
