    Summary

    Serves as a senior HR Specialist and primary point of contact for the full range of recruitment & placement and staffing activities for assigned organizations within the HQ Region.

    Responsibilities

    Under minimal direction of a manager, applies comprehensive knowledge of position management, recruitment & placement, and staffing principles, laws, concepts and regulations. Provides authoritative advice to managers and employees regarding recruitment and placement activities. Collaborates with management to determine short and long-range recruitment and staffing needs. Utilizes an expert level of knowledge and skill in applying the full range of HR methods, principles, and evaluative methodologies sufficient to advise and/or resolve the full range of operational problems which range from recurring to complex and unprecedented.

    Explains regulations, procedures, and determinations to inquiring employees, candidates, and supervisors. Prepares or completes necessary documents and case files on personnel actions.

    Assists management in planning and implementing reorganizations. Conducts studies, to include: collecting and analyzing data; preparing reports; reporting findings and offering recommendations; and participating on special projects.

    Duties will also include:

    • preparing vacancy announcements for a variety of positions;
    • performing job analysis and developing crediting plans;
    • rating and ranking application packets for a wide variety of positions;
    • adjudicating veterans' preference;
    • issuing certificates of eligibles to selecting officials;
    • ensuring that selectees are legally appointed;
    • completing Requests for Personnel Action (SF-52s) for various types of personnel actions; and
    • evaluating applicant suitability.

    Ensures timely and accurate processing of all personnel actions, through coordination with the Shared Services Center, and resolve problems as they arise.

    Performs other duties as assigned.

    Qualifications

    mApplicants must demonstrate at least one year (52 weeks) of SPECIALIZED experience equivalent to the next lower grade/pay band (FG/GS-12 or FV-H) in the Federal Government. Specialized experience is defined as that which has equipped the applicant with the particular knowledge, skills, and abilities required to successfully perform the duties of the position, and is typically in or directly related to the line of work of the position to be filled.

    SPECIALIZED EXPERIENCE is defined as:

    • experience providing HR consultative services; and
    • experience performing a variety of staffing and placement duties (i.e., preparing vacancy announcements, processing personnel actions, setting pay, and classifying positions).
