As the Deputy Director you will:
- Direct organizational activities and frame strategic plans based on broad organizational assessments and evaluations of long-term organizational objectives.
- Determine the financial and personnel resources needed to achieve mission objectives and support mission operations; identify the need for major organizational improvements and develop the requisite plans and directs implementing actions.
- Provide high-level management direction and oversight of the organization's operational functions.
- Serve as the focal point within the organization on field and laboratory management issues/concerns and ensure effective operational and management support is provided.
- Oversee the formulation and execution of the program direction budget within the Field and Operations organization.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is already a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by OPM, his/her executive qualifications must be approved by OPM before the appointment can be effected.

Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs:
MTQ #1 Demonstrated operational oversight and leadership of diverse, technically challenging, and high-consequence activities and projects across geographically dispersed organizations, including personnel safety; nuclear and radiological activities; personnel, cyber, and technical security; and compliance with environmental laws and regulations. This should include significant experience in oversight of large federal contracts.
MTQ #2 Demonstrated senior level experience in resolving difficult and controversial issues in contracts, human capital and operations in a large enterprise organization including the mastery of and expert ability to oversee strategic planning, performance evaluation, assuring financial accountability, and to organize, direct, develop and execute these actions.
EXECUTIVE CORE QUALIFICATIONS (ECQs): the ECQs describe the leadership skills needed to succeed as an SES; they also reinforce the concept of an "SES corporate culture." Your resume and application must demonstrate and address the ECQs and include examples that are clear, concise, and emphasize their level of responsibilities; address the scope and complexity of the programs, activities or services managed; program accomplishments; describe policy initiatives undertaken; define level of contacts; convey the sensitivity and criticality of the issues addressed; the results of actions taken. Your application will be rated and ranked by an Executve Resources Board (ERB) Panel, comprised of at least three SES members, using only the information submitted within the application package. As part of the "Resume Based" recruitment method, the ERB panel conducts a structured interview for all applicants, both competitive and non-competitive, who are determied to be in the top category from the ERB Rating Panel.
