    Responsibilities

    • Write and edit articles and other publications; serve as an expert for others on effective communication and storytelling techniques.
    • Oversee the design and layout of organizational communication tools (e.g., internal websites, videos, news digest).
    • Create and maintain multi-media communication tools, including internal websites, photographs, graphics, email blasts, branding and briefing templates.
    • Monitor the success of initiatives (i.e., analytics, outcomes); develop reports and strategic improvement and communication plans.
    • Strategize with and educate the Corporate Communications management team and others across the agency on incorporating relevant multi-media and communications techniques into the agency culture and into all of the agency?s products and services.
    • Monitor trends in multi-media, communications tools and applications, and appropriately apply that knowledge to increase communication effectiveness at DFAS.

    Qualifications

    One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-09) within the federal service, which demonstrates the ability to perform the duties of the position, is required.

    Specialized Experience is defined as: applying advanced communication and analytical practices, methods, and techniques to resolve complex public affairs problems such as how to improve communications with the general public, employees and/or specialized groups about programs, policies, and practices; and tracking and evaluating communication effectiveness.

    Examples of qualifying Specialized Experience include: creating strategic improvement and communication plans; developing strategies for multi-media and communications projects and technologies; advising others, including other specialists and management, on effective communication and storytelling techniques.

    Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

    Education

    GS-11 Substitution of Education for Experience: Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed higher-level graduate level education and experience may be used to meet total experience requirements.
