    Summary

    This position is located in the Bureau of Political-Military Affairs (PM), Directorate of Defense Trade Controls (DDTC), Office of Defense Trade Controls Compliance (DTCC). Under the Foreign Assistance Act, the Arms Export Control Act (AECA), and related legislation, DDTC develops policy for and administers U.S. Government controls on the commercial export of defense articles, defense services, and related technical data.

    Responsibilities

    • Advises senior management & law enforcement agencies on foreign policy issues, national security implications of administrative compliance investigations, criminal enforcement activities & registration issues regarding defense trade.
    • Manages administrative compliance cases, enforcement procedures, investigations and remedies, including facilitating administrative hearings to address civil charges involving export control violations & preparing consent agreements.
    • Regularly updates and maintains State Department’s Watch List database of entities of concern, both to comply with the AECA and to support foreign policy implementation via arms export licensing.
    • Develops and maintains a list of parties debarred and ineligible to participate in the export of defense articles and services under the ITAR for use by the Department and the defense industry.
    • Performs analyses and identifies trends associated with registration, brokering, manufacturing, exports, retransfers, temporary imports and other activities implicating compliance with U.S. export laws and regulations.

    Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

    Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.  Qualifying specialized experience must demonstrate the following:  

    • Experience analyzing, assessing, and addressing defense trade compliance issues and adjudicating Arms Export Control Act (AECA) and International Traffic in Arms Regulations (ITAR) violations.
    • Experience interpreting, coordinating, and providing guidance to foreign, domestic, public, and private sector participants in defense trade on the application of the AECA and ITAR, as well as other export controls, to compliance programs.
    • Experience representing defense trade compliance equities to internal and external stakeholders in various forums.

    There is no substitute of education for specialized experience for the GS-14 position.

    • Knowledge of US laws and regulations relating to defense trade controls.
    • Skill in analyzing compliance programs, identifying weaknesses and inconsistencies, drawing accurate conclusions, and recommending improvements.
    • Knowledge of public and private sector participants in and regulators of defense trade.
    • Ability to prepare and present analyses, based on interpretation legal sources, principles and procedures.

    Qualified candidates are assigned a score between 70 and 100.  Agency Career Transition Assistance Program (CTAP) or Interagency Career Transition Assistance Program (ICTAP) candidates must be rated "Well Qualified" for the position and earn a score of at least 85 (when applicants are rated in a range of 70 to 100) to receive consideration for special priority.
