    Summary

    This position is part of the San Francisco Bay NWRC. As a Park Ranger you will be responsible for coordination of urban refuge and youth programs offered on and off-site and in close collaboration with partners. The incumbent develops new and innovative programs that engage urban citizens with volunteer and education program opportunities on national wildlife refuges and with urban partners conducting natural resource conservation activities on and off Service lands.

    The actual duty station of this position is in Fremont, a city in California's San Francisco Bay Area that has some of the nation's highest housing costs.

    Desired Language Skills/Experience - Fluent both orally and in writing in both English and either Spanish, Vietnamese or Mandarin. Must possess good cross-cultural communication skills, some experience with public speaking, and ability to work with leaders, educators, and other community members in towns near the refuge.

    Major Duties:

    • Develop and maintain a high quality and balanced visitor services program by providing opportunities in compatible wildlife-dependent recreation activities.
    • Develop and implement quality interpretive programs.
    • Collaborate with other refuge staff to conduct, and analyze surveys and visitor use studies.
    • Proactively establish a variety of partnerships beneficial to the Service's mission with corporate, conservation, and other non-government organizations
    • Recruit volunteers and cooperators from a variety of sources such as local educational institutions and local nonprofit organizations.
    • Develop social media content for the refuge and urban refuge activities.
    • Manage and maintain visitor facilities to prevent hazards to public safety.

    Qualifications

    Only experience and education obtained by 02/21/2019 will be considered.

    You may qualify at the GS-07 level, if you fulfill one of the following qualification requirements:

    A. One year of specialized experience equivalent to the GS-05 grade level in the Federal service. Specialized experience is described as: 1) administering day-to-day operations of a natural resource/recreation site; 2) developing and presenting interpretive programs, such as orientation talks or environmental education programs; 3) assisting with the creation or revision of interpretive materials, such as guidebooks or exhibits; and 4) reviewing visitor use patterns and their effect on natural resources. OR
    B. Have completed a 1 full academic year of graduate education related to the position. This includes major of study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences,
    museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR
    C. A bachelor's degree (with major study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, or other closely related subjects pertinent to the management and protection of natural and cultural resources) and meet one of the following superior academic achievement provisions: (a) class standing - Applicants must be in the upper third of their graduating class in the college, (1) Class Standing: Upper one-third of the graduating class in the college, university, or major subdivision based on completed courses. (2) Grade-Point Average: A grade point average of (a) 3.0 or higher out of a possible 4.0 (B or better) as recorded on the official transcript or as computed based on four years of education, or computed based on courses completed during the final two years of the curriculum; -or- (b) 3.5 or higher out of a possible 4.0 0 (B+ or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final two years of the curriculum. (3) Election to Membership in a National Scholastic Honor Society: Applicants may be considered eligible based on membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this position. OR
    D. A combination of GS-5 level specialized experience and graduate level education as described that, when computed as percentages of their respective requirements, equals at least 100% when combined.

    You may qualify at the GS-09 level, if you fulfill one of the following qualification requirements:

    1. One year of specialized experience equivalent to the GS-07 grade level in the Federal service. Specialized experience is described as: 1) participating in the development visitor service program plans, including content, emphasis, and methods; 2) developing interpretive materials, such as pamphlets, exhibits, and signs; 3) acting as liaison with community to provide orientation to visitor service programs, and 4) working with others in the community or region as a lead on mutual project or goal setting.
      OR
    2. A Master's or equivalent graduate degree or have successfully completed 2 full academic years of progressively higher level graduate education with major field of study in natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources.
      OR
    3. A combination of professional experience and graduate level education beyond the first year which together equals 100% of the requirements.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    Promotion Potential: This position involves a multi-grade career ladder. The major duties listed represent the full performance level of GS-09. At lower grade levels, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher level work, and availability of funds.The selectee may be promoted without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

    The Land Management Workforce Flexibility Act (LMWFA),P.L. 114-47, allows certain individuals who currently or formerly were under time-limited competitive appointments at certain land management agencies to compete under merit promotion procedures:

    Public Land Corps (PLC) Hiring Authority:
    Note: You must provide a copy of the Certificate of Eligibility for Non-Compliance Hiring Based for Public Land Corps Service.
    (1) In order to be eligible for PLC non-competitive status, a former member of the PLC must provide documentation, as part of their application, verifying their eligibility and meet the following criteria:
    (a) Served as a qualified youth on an appropriate conservation project completing a minimum of 640 hours of satisfactory service that included at least 120 hours through the PLC;
    (b) Applied to a vacancy announcement for which applications are being accepted from individuals with non-competitive status;
    (c) Meet the Office of Personnel Management (OPM) minimum qualification standards stated in the vacancy announcement for the position which you are applying; and
    (d) Completed his/her most recent Corps service, which provided him/her with a total of 640 hours, inclusive of 120 hours on a PLC project as defined in 16 USC 1723(d), within the last two (2) years.
    (2) Appointments must be effected within the two years requirement.
    (3) The two year time-frame cannot be extended.
    (4) Selectees will be subject to a probationary period.
    (5) This authority may be used for General Schedule and Federal Wage System positions.
    (6) Competitive service appointments may be made for temporary, term or permanent positions.

If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units.     GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
