    Responsibilities

    • You will be a technical specialist supporting the development of procedures, methods, and techniques used for checkout, acceptance testing, and preparation of software, systems, and hardware.
    • You will be the technical authority for information system security issues.
    • You will administer and manage IT projects with broad impact for the NRL Port Hueneme Site Detachment and NRL contracted tenants.
    • You will schedule and conduct special security studies, analyses, surveys, and reviews of IT systems.
    • You will provide expert evaluation of the requirements, analyze alternative and recommend technical solutions relating to the complete life cycle of information systems and information system components.

    Travel Required

    Occasional travel - You will be deployed on a vessel for extended periods of up to 60 days (You will be required to perform occasional sea duty).

    • You will be required to drive to remote sites for equipment pickup, delivery, as well as system setup and maintenance.
    • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
    • You must be able to work in confined and/or difficult to reach locations and must be able to carry equipment up a flight of stairs to a second floor. Items may weigh up to 45 pounds.
    • You will be deployed on a vessel for extended periods of up to 60 days (You will be required to perform occasional sea duty).
    • Successful completion of pre-employment sea duty physical is required.
    • Occasional situations may arise when you may be required to work beyond the standard scheduled tour of duty, or work on weekends and during holidays.
    • You will be required to possess a top secret security clearance prior to entrance on duty. Failure to possess and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
    • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
    • A current valid United States driver's license is required for this position.
    • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area (46) within 6 months of appointment.

    Qualifications

    Per the Office of Personnel Management (OPM) Qualification Standard, your resume must reflect one year of information technology related experience in the federal service or private or public sector demonstrating the following four competencies: Attention to Detail, Customer Service, Oral Communication and Problem Solving.

    In addition to the required IT experience above, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NO-03 (GS 11/12 grade level) pay band in the Federal service or equivalent specialized experience in the private or public sector. Specialized experience must be related to advanced IT principles, concepts, methods and standards relating to information system security, common operating systems, networking fundamentals, security devices and experience securing computer hardware and software systems against unauthorized access that demonstrates some or all of the following: 1) performing security, design, development, testing, and readiness on multiple systems and equipment; 2) developing procedures, methods, and techniques used for testing and preparation of software, systems and hardware; 3) providing technical advice relative to system testing and evaluation; 4) conducting special security studies, analyses, surveys and reviews of IT systems to assure appropriate levels of security and; 5) conducting studies, analyzing alternatives writing technical papers all to improve IT tools and practices.

    This position has been designated as a Cyber IT / Cybersecurity Workforce position in specialty area (46) and as a condition of employment incumbents of the position are required to comply with the DON Cyber IT/CSWF Program requirements of SECNAV M-5239.2 which include:

    1. Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix (described in SECNAV M-5239.2) associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned, and;

    2. Participate in a continuous learning program as described in SECNAVINST 1543.2. A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.
