    Summary

    This position is in the Department of the Interior, Interior Business Center, Acquisition Services Directorate (AQD). AQD is a line of business within the U.S. Department of the Interior's Interior Business Center (IBC). The incumbent serves as a Branch Chief and senior contract advisor responsible for directing the full range of acquisition management operations for highly complex, long term, multi-million dollar, multidisciplinary, Agency and/or Department-wide contracts.

    Responsibilities

    • Has contracting authority and is authorized to solicit contract proposals and negotiate, award, execute, administer, and terminate highly-complex contracts within multiple disciplines;
    • Develops and provides major recommendations for revisions to operating policies, procedures, and other guidelines;
    • Evaluates the effectiveness of operations supervised in terms of mission accomplishment, quality and quantity of work, procedural, policy and regulatory compliance, and technical compliance;
    • Serves as a senior advisor and provides expert guidance on unique, extremely complex procurement and contracting actions and interpretations which may set precedent;
    • Oversees work performed by acquisition staff and guides team leaders in analyzing, justifying, comparing costs, and developing recommendations.

    Qualifications

    ALL APPLICANTS FOR THIS POSITION MUST POSSESS THE FOLLOWING BASIC REQUIREMENTS:

    A 4-year course of study leading to a bachelor's degree that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management (NOTE: You are required to submit your unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade, number of credits earned, and degree(s) conferred. In the case that your transcripts do not show that a degree was conferred, you may submit your unofficial transcripts AND a copy of your degree certification. If selected, official transcripts will be required prior to establishing an entrance on duty date.)

    AND

    Four years of experience in contracting or related positions - 1 year of which is specialized experience or equivalent to work at the next lower level in the Federal service.

    AND

    ONE OF THE FOLLOWING:
    • Current Federal Acquisition Certification - Contracting (FAC-C) Level II or higher certificate
    • Defense Acquisition Workforce Certification (DAWIA) in Contracting Level II or higher certificate
    • Proof of 80 continuous learning points (CLPs) of skills currency training
    ***Legacy FAC-C courses are acceptable if Level II training was completed and the individual FAC-C Level II was certified prior to October 1, 2015. For Level II training completed after October 1, 2015, individuals must have completed FAC-C Refresh courses. DAWIA equivalents are acceptable.**Applicants certified at Level II must achieve Level III certification within 24 months of appointment. NOTE: COPIES OF THE CERTIFICATION OR TRAINING CERTIFICATES MUST BE PROVIDED WITH YOUR APPLICATION BY THE CLOSING DATE OF THE VACANCY ANNOUNCEMENT.

    AND

    One year of specialized experience that is equivalent in difficulty and complexity to the GS-14 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, assignments that involve developing and implementing contracting plans that typically include planning, leading, reviewing, and auditing complex procurement functions and include acquisition planning, procurement and administration of Research & Development and support services through formal advertising and negotiation procedures; demonstrated expertise with one or more of the following: SBIR/STTR contracts; R&D contracts, grants, cooperative agreements, or Other Transactions or SETA support contracts OR acquisition planning, procurement and administration of Information Technology supplies, services, software and hardware through formal advertising and negotiation procedures; developing solicitations, evaluating contract bids and proposals; performing price/cost analysis, contract award, administration, termination, and close-out; providing expert technical leadership, staff coordination, and consultation in the listed functional areas of procurement including responsibility for formulating guidelines, implementing new developments, and providing policy interpretation; making decisions or recommendations that significantly affect the content, interpretation, or development of complex, long-range, or interrelated agency policies or programs concerning the management of procurement matters.

    Exception: Employees in GS-1102 positions will be considered to have met the standard for positions they occupied on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. If using this exception to qualify, you MUST submit an SF-50 that supports the title, series, and grade occupied on 01/01/00.Only experience and education obtained by the closing date of this announcement will be considered.

    TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).A written test is not required.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
