    Summary

    In this position, you will serve as the Director of the Monitoring Programs Division (MPD) and are responsible for administering the Federal /State Pesticide Data Program, providing strategic leadership and coordinating program activities in keeping with organizational policy.

    Salary Information:  First time hires to the Federal government normally start at the lowest rate of the salary range for the grade selected.

    The duties may include, but are not limited to:

    • Participating in the formulation of policies and programs for administering the Federal/State Pesticide Data Program.
    • Representing the agency in presentations to Federal and State officials, academia, industry, and trade organizations.
    • Serving as the technical representative to international organizations concerned with pesticide, food safety, alternative and sustainable agricultural issues.
    • Preparing directives, guidelines and instructions to carry out the functions and activities of the program.
    • Overseeing the preparation of comprehensive summaries and official reports.
    • Planning comprehensive program activities and related work to be performed by technical and support staff.

    Travel Required

    Occasional travel - Travel may occasionally be required for training and work assignments.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

    BASIC REQUIREMENT:  Bachelor's degree in:
    0401 - Supervisory Biologist:  Biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
    OR
    Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

    0415 - Supervisory Toxicologist:  Toxicology; or an appropriate discipline of the biological, medical, or veterinary sciences that included at least 30 semester hours in chemistry, biochemistry, or physiology, and 12 semester hours in toxicology.
    OR
    Some coursework in anatomy, chemistry, organic chemistry, biochemistry, biology, histology, and animal, human, microbial, or cellular physiology; statistics, bioassay, and test design; cytology, embryology, cellular or microbial genetics, and biophysics may be used to meet the 30-semester-hour requirement in chemistry, biochemistry.  Only toxicology courses may be used to meet the requirement for 12 semester hours in toxicology.

    1320 - Supervisory Chemist:  Degree: Physical sciences, life sciences, or engineering that included 30 semester hours in chemistry, supplemented by course work in mathematics through differential and integral calculus, and at least 6 semester hours of physics.
    OR
    Combination of education and experience -- course work equivalent to a major as shown above, including at least 30 semester hours in chemistry, supplemented by mathematics through differential and integral calculus, and at least 6 semester hours of physics, plus appropriate experience or additional
    education.

    1382 - Supervisory Food Technologist:  Degree: food technology, or dairy technology, microbiology, biology, chemistry, physics, or a related discipline or field of biological or physical science. The course work must have been comprised of at least 30 semester hours in the basic biological and physical sciences, and included at least 20 semester hours in food technology and closely related subjects, or 20 semester hours in subjects that can be applied directly to food technology.
    OR
    Combination of education and experience -- courses equivalent to a major, including the course work specified, as shown above, plus appropriate experience or additional education.

    SPECIALIZED EXPERIENCE GS-15 LEVEL:  In addition to meeting the basic requirements above, applicants must have one year of specialized experience (equivalent to the GS-14 level) that demonstrates:
    • The incumbent must be aware of current developments and technologies in chemical and environmental contaminants testing of food commodities in anticipation of the need to change the Monitoring Program's mission and policies.
    • This incumbent must have expert knowledge of chemical, environmental and food sciences, risk assessment and statistical processes, good laboratory, agricultural and manufacturing practices, legal procedures, the Federal Food and Drug and Cosmetic Act, Federal Insecticide, Fungicide and Rodenticide Act, Food Quality Protection Act, hazard analysis critical control point systems, and acquisition and procurement practices.
    • The incumbent must be able to prepare Federal Register notices, congressional testimony and executive correspondence in order to address ongoing program policy issues or justify technical program decisions.
    • The incumbent must be thorough, exact, alert for misinterpretations and misunderstandings, and analytical.
    TRANSCRIPTS are required if:
    • This position requires specific coursework or a degree in a specific field to be basically qualified.
    • This education must have been successfully completed and obtained from an accredited school, college, or university.

    How You Will Be Evaluated

    Applications will be evaluated in accordance with Office of Personnel Managements (OPM) Delegated Examining Procedures using category rating. The category rating procedure is used to rank and select eligible candidates.
