The Attorney Advisor works at the Office of Overseas Prosecutorial Development, Assistance and Training (OPDAT) headquarters in Washington, D.C. and carries out headquarters level responsibilities to include programmatic design and review, strategic planning, policy formulation, development of funding proposals, and development of outreach opportunities as well as logistical and administrative support of OPDAT programming. More specifically, the Attorney Advisor will perform the following duties:
- Develops and reviews program, implementation, and funding proposals, typically focusing on but not limited to Justice Sector Institution Building; Criminal Procedure and Trial Practice; Combating Organized Crime; Combating Transnational Crime; Countering Public Corruption; White Collar Crime; and Counterterrorism. Develops program measures and oversees program execution to ensure compliance with department and partner agency policy requirements, consistent with implementation plans and adherence with the terms and conditions in interagency agreements.
- Works with program personnel in the analysis of justice sector development and technical assistance needs; the assessment of regional or country-specific capabilities; the refinement of program objectives or goals; and the development or refinement of program plans.
- Represents OPDAT in intra- and interagency policy and program meetings and responds to requests for information, policy assessments, legislative reviews. Facilitates and/or assists in the preparation of official correspondence for OPDAT, DOJ, and partner agencies, as well as foreign government officials dealing with development assistance and training programs and matters.
- Manages outreach and public liaison opportunities. Works with program personnel in compiling regional and country specific briefing materials, and responses to data call requests covering OPDAT development assistance and training programs.
- Serves as OPDAT's liaison to the International Judicial Relations Committee and to the Administrative Office of the U.S. Courts.
25% or less - The Attorney Advisor may be required to travel domestically and internationally.

QualificationsTo qualify for this position, applicants must possess ALL of the requirements below:
1. A J.D. degree, be duly licensed and authorized to practice as an attorney under the laws of any State, territory of the United States, or the District of Columbia, and be an active member of the bar in good standing.
2. Specific grade level requirements:
a. GS-15: At least four (4) years of post J.D. legal experience, to include four (4) years of prosecutorial or closely related experience at the federal or state level.
b. GS-14: At least three (3) years of post J.D. legal experience, to include three (3) years of prosecutorial or closely related experience at the federal or state level.
- Familiarity with the legal system/laws in any of the following geographic areas: Africa, Asia and the Pacific, Central and Eastern Europe, Eurasia, Near East and/or the Western Hemisphere with an understanding of their cultural norms and capacities;
- Understanding of comparative international law and major conventions or treaties in effect;
- Knowledge of US funding agency and interagency practices and priorities; and, an understanding of US foreign policy goals; and,
- Experience living, working and/or training in an overseas environment is also desirable.
