    Responsibilities

    • Serve as a principal advisor to higher graded officials, on a variety of multi-faceted issues, such as land disputes, treaty rights, policies/regulations affecting Indian tribal governments, tribal educational opportunities, and other issues.
    • Provide leadership to Regional and park Tribal Liaisons concerning national policy issues impacting relationships between the NPS and tribal governments.
    • Initiate the development of policies for review to ensure strategic objectives are fulfilled and develop agreements based on applicable law, policy, and guidance relating to American Indians, Native Hawaiians, and Alaskan Natives.
    • Serve as lead in interagency workgroups with appropriate tribes, park managers and partners on issues such as sustainable plant gathering and management of bison within park boundaries, self-governance, compacting, and treaty rights.
    • Create, provide content, and present training to a variety of stakeholders, such as federal agencies, tribes, museums, and government officials at all levels on American Indian issues.

    Qualifications

    In this position you will serve as the Program Manager, American Indian Liaison Office, and report directly to the National Park Service (NPS) Director with Service wide responsibilities for representing NPS, its programs, and the Director to Indian Tribal Governments and other American Indian and related organizations, as well as management and supervisory responsibilities for the NPS programs regarding Indian policy, the Indian Self-Determination and Education Act, Executive Order 13007 on Indian Sacred Sites, Secretarial Order 3179 on the Government-to-Government Relationship Between the United States Government and Indian Tribal Governments, agreements in relation to 36 CFR 2 concerning the gathering of plants and plant parts within park units, and pertinent other statutes, regulations and policies. These programs include management, operations, coordination, logistical support, position ceiling, approved budgets, and approved work projects.

    To qualify for the GS-15 grade level, you must have at least one full year of specialized experience serving as a Tribal Liaison Program Manager, which includes the management, operations, coordination, logistical support, position ceiling, budget and work project approvals for a program support and management team of which the work included: (1) providing guidance to partners at the federal, tribal, state, and local levels related to National Park Service policies, pertinent statutes and regulations relating to American Indians, Alaskan Natives, and Native Hawaiians; (2) providing technical assistance, general direction, and leadership regarding Indian tribal relationships to ensure full comprehension of objectives, policies and intent of programs in relation to formal/informal consultation between internal organizations and tribal governments; (3) writing reports, briefing materials, letters, and publications for a variety of internal/external staff, such as Congress, national/international Tribal Organizations, Regional Directors, senior officials, private/public organizations, etc.; (4) changing, interpreting, or developing public policies or programs to ensure organizational wide objectives are met; and (5) meeting, working with, and eliciting cooperation and support of other international, Federal, tribal, state, and local agencies and representatives of special interest groups to integrate awareness of American Indian issues and mitigate negative impacts to tribal groups. Note: This experience must be comparable in scope and responsibility to the GS-14 level in the Federal service (obtained either in private or public sectors).

    • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.

    • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

    Physical Demands: The work varies from sedentary to actively challenging. Depending on the particular assignment, physical activities include balancing, bending, climbing, hiking, sitting, standing, stooping, and walking as necessary, possibly on rough terrain and during inclement weather, could be required. There is a potential for frequent travel throughout the year in response to requests from the Director, Regional Directors, national and international organizations, superintendents, and others requires considerable physical and mental stamina. Extensive day and overnight travel is possible, including via privately owned and government vehicles, boats, and commercial air transportation.

    Working Conditions: The work of this position is performed in an office setting with a combination of office and field work including delivering speeches, negotiations, and conferences, on an irregular schedule throughout the Service. Occasional, periodic, and regular recurring travel to NPS parks, tribal facilities, reservations, and/or other field settings is required, and international travel is possible. Outdoor field work may be performed in a wide range of environments found on Indian reservations and may include tribal consultation meetings and ceremonies in remote locations, wilderness conditions, and is subject to extreme terrain variation and inclement weather.

    The National Park Service has determined that the duties of this position are suitable for telework only during an emergency or natural disaster.

    How You Will Be Evaluated
