    Responsibilities

    • Make high level policy and broad administrative decisions on work problems identified and ensure collaboration and cooperation across Branches/Offices
    • Oversee the planning, reviewing, negotiating, awarding, monitoring and managing of grants and cooperative agreements
    • Provide overall direction and the coordination of work efforts in an office/branch within an Institute
    • Serve as a subject matter expert on individual grants during federal audits and other reviews of individual grants or grant programs supported by the Institute
    • Represent the Institute on various boards and advisory groups within the Institute, NIH, and DHHS
    • Provide expert advice regarding grant policy and procedures as well as management practices and techniques to high-level senior staff
    • Evaluate and monitor the business management capability and performance of applicant organization and grantees, and the internal operating procedures associated with the business management aspects of the grant process.

    Qualifications

    You qualify at the GS-15 level, if you meet the following qualification requirements:

    One (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: providing leadership and oversight to support grants administration programs; assuring that grant awards are issued in accordance with applicable laws, regulations, and policies; analyzing new or proposed grant-related legislation in order to develop or update grant policies/procedures; providing advice and guidance to senior managers on grant policies and program plans and/or strategies; evaluating issues of concern involving grant personnel and recipient organizations, and render decisions on appropriate terms and conditions of award.

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
