    Summary

    This position is being concurrently announced under Merit Promotion procedures on FASMP-19-0008. Disabled Veterans, candidates with 3 or more years of active duty military service, and candidates eligible for special hiring authorities can apply to the Merit Promotion announcement.

    This position provides economic analysis and evaluation of trade policies and practices affecting the U.S. agricultural industry and plans and coordinates policies and positions on highly complex trade issues.

    Responsibilities

    The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.

    The duties may include, but are not limited to:

    • Applies professional economic techniques and principles in the analysis of factors and conditions impacting the competitive posture of the U.S. agricultural industry.
    • Determines research methods and data sources to be used, as well as the appropriate most statistical methodologies used to interpret and present findings. 
    • Analyzes economic data to assure accord with study objectives, policies, and legislation, formulating conclusion and recommendations for consideration by senior analysts in decision making, writing reports, and responding to inquiries.
    • Assists in preparing complex analytical material in connection with U.S. participation in international conferences and negotiations.
    • Conducts in-depth analysis for use in the formulation of U.S. agricultural trade policy positions and recommendations developed by FAS.
    • Analyzes and evaluates the World Trade Organization (WTO) and other regulatory agreements, legislation, and trade barriers to discern the impact on U.S. trade relations.
    • Provides authoritative economic analysis for FAS officials.  Identifies and analyzes factors that directly affect the ability of the U.S. agricultural industry to compete in the international marketplace.
    • Produces written and oral interpretive reports relative to agricultural trade policy issues.  Maintains up-to-date knowledge of economic practices and theories through review of government, scholarly, and private sector generated literature.
    • Represents the agency at meetings with other agencies.  Participates in educational seminars and consults with staff of domestic and foreign industries and trade associations.

    • Selection and retention in this position is contingent on a successfully adjudicated FBI National Criminal History Check (fingerprint check) and a background investigation.

    Qualifications

    Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including the following specialized experience and/or education, as identified by grade level.

    BASIC REQUIREMENT:
    Degree: 
    economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.
    OR
    Combination of education and experience:
    courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.


    FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-09 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

    • Evaluation, research/collection, and analysis of current and historical trends of economic data, as well as recommending conclusions based on analyses and preparation of reports.
    • Preparation of tables, charts, graphs, or maps to better illustrate and support analytical conclusions.
    • Experience working with and manipulating data from numerous sources and in database management.
    • Experience with the application of economic techniques and principles using mathematical and/or econometric models, statistical techniques, and software.
    • Writing or reviewing of economic studies, working papers, briefing papers, talking points, or decision reports.
    • Hands-on economic analysis in areas such as agriculture, international trade, energy, resource, and health. 

    OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.  Equivalent combinations of education and experience are qualifying for this grade level. 

    FOR THE GS-12 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-11 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:

    • Evaluation, research/collection, and analysis of current and historical trends of economic data, as well as recommending conclusions based on analyses and report preparation.
    • Preparation of tables, charts, graphs, or maps to better illustrate and support analytical conclusions.

    How You Will Be Evaluated

    Applications will be evaluated in accordance with Office of Personnel Management's (OPM) Delegated Examining Procedures using category rating. The category rating procedure is used to rank and select eligible candidates. Applicants who meet basic minimum qualifications will be placed in one of three categories:  Best Qualified, Well Qualified, or Qualified.  Within these categories, applicants eligible for veterans preference will receive selection priority over non-veterans.  Category placement will be determined on applicants' quality of experience and the extend they possess the following knowledge, skills, and abilities (KSA) or competencies:

    • Professional knowledge of economics/ international economics
    • Ability to use and apply microeconomic theory, including price analysis, industrial organization theory, and market theory
    • Ability to develop and implement econometric and statistical procedures and models
    • Knowledge of computer applications pertaining to econometric and statistical analysis
    • Ability to formulate, plan, organize, and implement economic research studies, investigations, and projects
    • Ability to communicate technical (research methods and results) and non-technical information verbally and in writing
