    Summary

    This position is part of the US Trade and Development Agency. We are seeking a highly motivated and talented individual to serve as the Director of Finance, responsible for integrity and accuracy of the accounting and financial programs and systems, and the Agency's internal financial control system.

    Responsibilities

    • Oversees the development, testing, implementation, coordination and maintenance of USTDA's financial control system.
    • Establishes and maintains effective internal controls to safeguard Agency assets and the integrity of USTDA's accounting data and programs.
    • Manages the Agency's Service Level Agreement (SLA) for critical financial and accounting services on an ongoing basis.
    • Prepares and certifies the development and presentation of USTDA's quarterly and annual financial statements and reports.
    • Provides substantive guidance and input into the Agency's budget planning and execution process.
    • Manages the execution and evaluation of accounting policies and programs, including audit follow-up and resolution of accounting issues.
    • Recommends new approaches to utilize accounting data for more effective management of USTDA resources.
    • Provides technical guidance and supervision over subordinate federal staff and contractors.
    • Represents USTDA in dealings with the Department of Treasury, as necessary, Interior?s Business Center (IBC), and other federal agencies dealing with financial management issues.

    Qualifications

    PLEASE NOTE: This vacancy announcement will be open from October 18, 2018 to December 20, 2018. Applications will be reviewed every three weeks. The selecting official has the option of making a selection and closing the announcement at any time during the open announcement period.

    Applicants for the GS-15 grade level must possess one year of specialized experience equivalent to at least the GS-14 level in the federal service that has equipped the applicant with the particular knowledge, skills and abilities to perform the duties of this position.

    Specialized experience for this position is demonstrated experience in financial management sufficient to manage and develop financial and accounting systems, policies and procedures, to serve as the Agency's expert in financial and budget planning, execution and audits, and to analyze data and prepare accurate financial statements. Examples of specialized experience include:
    • Evidence of knowledge and application of financial management concepts, principles, practices, and appropriations law and demonstrated ability to provide guidance to management officials on budget and financial plans;
    • Experience executing, reviewing, and evaluating accounting policies and programs, including audit follow up and account reconciliation;
    • Strategic planning, evaluation, and execution of federal operating budgets and fiscal plans;
    • Experience establishing and maintaining internal financial control systems;
    • Experience managing financial operations and programs in an organization or business unit;
    • Experience utilizing computer systems and software applications to enhance financial management, developing budgets, forecasting, and planning;
    • Experience applying financial management and accounting techniques and procedures as well as reviewing and analyzing financial plans and summaries;
    • Experience ensuring effective management and accountability of funds; and
    • Experience applying analytical methods and techniques to identify and resolve accounting issues.

    TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).

    Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

    There is no educational substitution at the GS-15 level.

    Telework Suitability:
    The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

    Stipulations of Employment:

    Selection may require completion of a 1-year probationary period.

    Selection may require completion of a 1-year supervisory or managerial probationary period.
