    SUMMARY OF DUTIES: The primary purpose of this position is to serve as the Chief Financial Officer for the installation and dissimilar geographically separated units, with responsibility for managing all funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications. The incumbent serves as the Assistant United States Property and Fiscal Officer for Air (Fiscal), the installation funds Certification Officer, the organizing and directing member of the Financial Management Board, and the Wing Commander's focal point for highly sensitive military and civilian entitlement issues. Operates as a full partner with the Wing Commander, the Senior Management Staff, and GSU Commanders in planning, implementing, and executing the financial programs directly associated with the objectives of the Adjutant General's Department and accomplishment of federal military and state support missions. Functions include the receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds, and the likewise oversight authority and management of non-appropriated funds. As an agent for the U.S. Treasury, the incumbent is responsible for maintaining compliance with all regulatory and legal requirements; the overall integrity of accounting data; full disclosure of accounting information; sound reporting methods; analytical interpretation of the organization's financial posture and solvency; and implementation, operation, and maintenance of the budget, accounting, payroll, and other financial systems.

    GENERAL Experience. All series personnel must be certified at the next higher grade-level before being eligible for grade promotion to that level; and, must have a minimum of one year on-the-job experience in the grade immediately below the next higher level. An applicant must have a Series validated understanding of the complex principles and concepts of the occupational series and grade.

    SPECIALIZED Experience. For initial hire or merit promotion consideration, the applicant must meet the Comptroller position's required Series qualifications. As a condition of continued Title 32 Excepted Service GS-0505-13 employment, the expert Comptroller incumbent must obtain the required Level Three Financial Management Program Certification within two years, from his or her initial Title 32 Excepted Service hire appointment date or merit promotion date, and maintain this certification in accordance with the Financial Management program. To qualify, the applicant must have a minimum of four years of singular or combined experiences in US Air Force and/or Air National Guard financial program disciplines. An applicant must have experiences in managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications. Must have working knowledge of the duties associated with the United States Property and Fiscal Office and the certification requirements for installation funds. Experiences included working with the Financial Working Group or the Financial Management Board; and, experienced in handling highly sensitive military or civilian entitlement issues. Competent in planning, implementing, and executing the financial programs directly associated with the objectives of the Adjutant General's Department and accomplishment of federal military and state support missions. Experiences involved the receipt, accounting, collection, safeguarding, and execution of government appropriated funds, or oversight authority and management of non-appropriated funds. The applicant requires competencies in directing financial management policies in support of the ANG military organizations and units. An applicant must have a working knowledge of statutory responsibilities in regard to financial obligations, accounting transactions, disbursement spending, and administrative control of all allocated federal funds. Experiences included determining financial and budget impacts; and, implementing courses-of-action in regard to addressing DoD, Department of the Air Force, National Guard Bureau, Inter-Service, and/or non-DoD governmental programs that affected ANG plans, policies, and missions. Skilled in presenting accounting information, reporting methods, and/or analytic financial interpretations. Experiences included work that established and directed financial policies that ensured compliance with fiduciary responsibilities, statutory requirements, regulations, procedures, and national and local policies. Experiences resulted in the optimum use and control of financial resources. Experienced as a financial advisor and technical expert to senior staff managers, major subordinate commands, and/or the Program Budget Advisory Council. Skilled in providing financial advisory services such as, the availability and appropriate use of Federal funds, through briefings, conferences, and committee meetings. Competent in analyzing reports and data derived from financial systems, and, capable of identifying strengths and deficiencies. Competent in the interpretation of legal propriety when processing financial program payments. Experiences included the ANG disbursement activities and maintaining a base-line knowledge of the pecuniary liability for these disbursements. Experienced in developing, coordinating, and organizing an integrated system of financial services, that included budgeting, accounting, financial analysis, operational review, accounts payable, military pay, civilian pay, travel, government travel card program, and financial management reporting. Must have competencies in writing, presenting, and training financial management system controls, policies, and procedures. Experienced in accounting for and accurately managing federal funds in compliance with statutory requirements, regulations, directives, procedures, and national or local policies. Competent in recognizing potential problem areas through detailed risk analysis and vulnerability assessments that resulted in revised or new management control studies and operational reviews. Must have at least 12 months of supervisory experiences in finance, accounting, or audit programs. The supervisory experiences involved leading, planning, and scheduling program work in a manner that promoted smooth flow and even distribution of assigned work requirements. Experiences included training and guiding employees on finance programs and assigning tasks. Supervisory experiences involved balancing financial program work requirements, aligning program policies, and providing advice, mentoring, and a wide-variety of directions. Experienced on coaching and counseling employees on behaviors and/or performance issues. Experienced in structuring assignments that created effective and efficient procedures with measured and improved task processes. Must have demonstrated experiences and/or endorsements on employee mentorship competencies that improved working relationships and GS- improved employees' performance. Supervisory experiences provided employees with improved training applications and completion of career development certifications and continuing education course programs. Supervisory experiences involved planning work requirements and assigning work to subordinates. Competent in establishing priorities and preparing schedules for work completion. Skilled in determining assignments based on priorities, degrees of difficulty, and Series program requirements. Competent in conducting employment interviews and recommending appointments, promotions or reassignment of employees. Knowledgeable on performance standards, monitoring or evaluating employee performance. Experiences resulted in the employees' increased performance values in quality work, timeliness considerations, and work efficiencies. Must have working knowledge of equal employment and affirmative action programs.


    EDUCATION REQUIREMENTS: For the military officer commission, an undergraduate degree from an accredited college/university is mandatory. The degree should be in accounting; or in a related field such as, business administration, business law, finance, or public administration. A graduate degree in accounting or a related field is optimum.


    - Prior to appointment, an applicant's military medical record must indicate a completed and current medical physical, medical profile, and completed/cleared drug test.

    - Possess a valid state driver's license to operate government motor vehicles, for the state in which the applicant/employee lives or is principally employed, in accordance with Army and Air Force Vehicle Operations Directives.

    - Must possess or be able to obtain the proper clearance type and level within one year of appointment according to Army or Air Force Personnel Security Program Management Directives.

    - As a basis of continued employment/appointment to a GS-0505 position, the DST employee must immediately obtain and maintain all compatible service specific military skill requirements in training and education.

    - As a basis of continued employment/appointment to a GS-0505 position, the DST employee must meet the position's required military and civilian financial management certifications into the dual status accounting position within two years of initial hire date or promotion appointment date.

    - As a basis of continued employment/appointment in the GS-0505 position, the DST employee must complete the requisite quantity of CET every two years to sustain the achieved certification level.

    - The DST employee must complete all required Financial Management Certification continuing education and training hours; and, the employee, along with his or her applicable supervisor, must document and manage the employee's Individual Development Plan.

    - As a basis of continued employment/appointment in the GS-0505 position, the DST supervisory employee must monitor and track his or her FM employees' progress toward certifications; and, work with his or her JFHQ-State Human Resources Officer to take progressive discipline, as appropriate, so that his or her assigned FM members attain their certification levels within the required time periods.

    - The DST employee is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, if he or she fails to obtain the required Financial Management Certification and education requirements.

    - All certifications are documented in the automated Learning Management Systems, as directed by DoD, U.S. Department of the Air Force, and/or NG Career Field Functional Manager.

    - In regard to changes in the DoD Financial Management Certification Program requirements and the resulting impacts of this program on the Title 32 Excepted Service employees' continued career employment, contact the applicable NGB Finance Program Career Field Functional Managers for guidance and updates.

    - Directs the financial management policy in support of the Air National Guard installation to include dissimilar geographically separated units.

    - Directs and monitors the development, compilation, review, and submission of the annual financial plan, and conversion financial plans on an as-required basis.

    - Provides leadership to senior-level committees and task groups.

    - Represents and speaks on behalf of the Wing Commander and USPFO with regard to ANG Financial Management issues with representatives of the National Guard Bureau, the Adjutant General's Department, other military components, state/local governments, businesses and other public/private groups, or organizations and persons having an interest in the financial programs of the Wing.

    - Interprets, implements, and administers laws, procedures, regulations, and directives pertaining to various Air National Guard stand-alone, networked, or web-based financial systems, including Budget, Accounting, and Entitlement Disbursing.

    - Serves as an agent of the US Treasury in the receipt, safeguarding, accountability, and disbursement of vendor payments, travel reimbursements, and pay entitlements in accordance with a wide variety of laws and precedents, including the Code of Federal Regulations, Comptroller General Decisions, DoD instructions, Air Force instructions and manuals, and Air National Guard instructions, manuals, and guidance and performs other duties as assigned.
